Assn decries promotion to Joint Secretaries

Imphal, August 31: The Manipur Legislative Assembly Secretariat LDA's/UDA's/Assistant Welfare Association has decried the alleged act of upgrading two officers to the rank of Joint Secretaries.

A press release issued by the Association alleged that L Ibotombi and Th Megharaj were upgraded to Joint Secretaries on May 19, 2006 in an illegal and secretive manner.

Following their promotion to Joint Deputy Secretaries, the posts of Deputy Secretaries held by the two officers had also been abolished thereby denying promotion chances to subordinate officers.

Asserting that the manner of promotion was not only illegal but also forfeited rights of other employees, the Association demanded that promotion RR should be rectified/amended, a clear promotion should be formulated, the factor of seniority should be counted at times of promotion and that the posts of two Deputy Secretaries should not be abolished.

Further demanding that L Ibotombi and Th Megharaj should be degraded to their earliest post of Deputy Secretary, it remarked that it is absurd and irrational to have three Joint Secretaries in Manipur Legislative Assembly Secretariat.
