Imphal, September 03 2009: Demanding to stay the transfer order of Chandel district Deputy Commissioner Devesh Deval within September 5, the Chandel Naga People's Organisation (CNPO), Anal Naga Taawpi, Naga Students' Union Chandel (NSUC) and the Monsang tribe have threatened to launch various forms of agitation.

Speaking to media persons at Nagaram here this afternoon, leaders of these Chandel based organisations asserted that frequent transfer of the Chandel DC caused severe impedance to development works in Chandel district.

They accused the Government of paying little attention to the appeals made by Chandel civil organisations.

Barely 10 months after Ashok Kumar was posted as Chandel DC, he was reposted as Ukhrul DC.

Then Devesh Deval was sent to Chandel as DC on February 28 this year, they reminded.

Clarifying that they did not have any biased reason to retain Devesh Deval in Chandel, they highlighted the need for a DC to stay in his/her place of posting at least for two years so that welfare schemes and development projects can be implemented without undue interruption.

Hinting at the possible involvement of the two MLAs elected from Chandel district in the transfer of Devesh Deval, the civil society leaders disclosed that the DC had strong reservations against the designs of the MLAs who exerted undue pressure on the DC by interfering in development works, listing non-existent villages while preparing work programmes and scheming to withdraw money in the name of non-existent villages from NREGS fund.

There was a case when the MLAs raised a furore at the DC office on learning that work programmes of the Multi Sectorial Development Programme and Backward Region Grant Fund were going to be published, they said.

They alleged that no development works have been taken up from the local area development funds of the two MLAs of Chandel district.

Though 10 doctors were allotted to Chandel District Hospital, there were only four doctors.

But then, transfer orders of three doctors were issued by the Government.

Even as the concerned Minister was appealed to send replacement doctors, no doctors have been sent till date.

However, on the request of the civil society organisations to the DC not to issue release orders of the three doctors, they could not leave the district hospital.

Even as the Chief Minister has announced on the floor of the State Assembly that SBI Chakpikarong branch would be re-opened with adequate security deployment, nothing has been done in this regard till date, they decried.

In case the transfer order of DC Devesh Deval is not stayed, they cautioned that intense forms of agitation would be launched.

The press meet was attended by CNPO vicepresident Gabriel Chinir, vice-president of Monsang Tribe Ng Benithan, NSUC president TS Warsing Monsang and others.

Meanwhile, the District Chiefs and Public Grievances Forum, Chandel have submitted a memorandum to the Chief Minister today seeking to stay transfer order of Devesh Deval.

It said that random and transfer and posting of the Chandel Deputy Commissioner has jeopardised smooth administration in the district.
