Reacting to media reports about the Manipur Public Service Commission (MPSC) violating rights of OBC and SC candidates in the recently declared result of Manipur Civil Services Combined Competitive (MCSCC) Preliminary Examination, MPSC has clarified that it followed the MCSCC Examination Rules 2010 framed by the Government of Manipur and as amended from time to time while declaring the results of the preliminary exam.
A press release issued by MPSC Secretary Shyam Lal Poonia asserted that no rights whatsoever of the OBC and SC candidates were violated.
As per Section-I, Rule 2 of the MCSCC Examination Rules 2010, the number of candidates to be admitted to the main examination would be 12-13 times the total approximate number of vacancies to be filled in the year in the various services and posts.
As per Rule 13 of MCSCC Examination Rule 2010, if sufficient number of candidates belonging to SC, ST, OBC and DAP categories are not available in the general standards, the Commission may relax the standards.
For 82 posts {General-44, OBC(M)-10, OBC(MP)-4, ST-22 and SC-2} with one post reserved for Differently Abled Persons (DAP), the number of candidates equal to 12 times the number of vacancies comes to 984 (cut off mark 171) .
73 candidates with equal total marks have been added to it making the total to 1057 .
With the cut off mark of 171, sufficient number of General, OBC and Sc candidates were available.
However, the cut off marks were relaxed for ST to 168 and DAP to 132 as sufficient number of candidates were not available within the cut off mark of 171 .
The total number of candidates admitted to the main exam was 1130, it added.
