Too many loopholes, says CSO on ILPS

Imphal, December 11 2022: The ILP Demand Committee, Kangleipak has said that the guidelines of the ILP system implemented in Manipur have many loopholes as shown by the continuous entry of large number of non-locals without proper authorisation.

Various civil society organisations observed the third anniversary of implementation of Bengal Eastern Frontier Regulation, 1873 in Manipur at the office of ACOAM-Lup, Kangleipak at Lamphel, today.

The observance was jointly organised by ACOAM-Lup, IPSA, IPAK, PANDM, KANGLAMEI, KIL, CLK and KSA under the aegis of ILP Demand Committee, Kangleipak.

A press release issued by ILP Demand Committee, Kangleipak said that they launched the ILP movement so that Manipur too gets Constitutional safeguard just like the neighbouring States of Nagaland, Mizoram and Arunachal Pradesh under the Bengal Eastern Frontier Regulation, 1873 .

Saying that they intensified the movement with the formation of Joint Committee on Inner Line Permit System (JCILPS) in association with different CSOs in 2015 as the population of non-locals continued to rise in the State, the committee claimed that the movement, however, received mixed reaction from the people as it was opposed by some communities.

"A strong protest ensued over the movement as some quarters objected the ILP Bills passed by the State Cabinet while others endorsed it," it said.

One student died in the protest.

Further stating that the ILP movement gained momentum again after the Centre started pushing for the implementation of Citizenship Amendment Bill (CAB), the committee continued that States under the 'Inner Line Permit' System, however, were excluded from the ambit of the CAB.

Following a strong and sustained protest by the people of Manipur, Union Home Minister Amit Shah made an announcement to bring the ILP regime to Manipur under the Bengal Eastern Frontier Regulation, 1873 on December 9, 2019 .

The committee applauded all sections of the people for their contributions in ensuring implementation of the ILP system in Manipur.

Saying that there, however, are many loopholes in the guidelines of the ILP system implemented in Manipur as unauthorised non-locals continue to enter Manipur, the committee appealed to all concerned to do the needful and save the indigenous people of Manipur.

It also appealed to all the people to promote work culture.
