House passes Demands for Grants amounting to ₹3476 cr

Imphal, August 02 2024: Manipur Legislative Assembly unanimously passed eight Demands for Grants amounting to Rs 3476,22,05,000 on the third day of the sixth assembly session on Friday.

The Demands for Grants included Demand No 1 State Legislature - Rs 298,55,36,000; No 2 Council of Ministers- Rs 16,28,00,000; No 3 Secretariat- Rs 163,43,96,000; No 12 Municipal Administration, Housing and Urban Development- Rs 961,39,27,000; 21 - Textiles, Commerce & Industries - Rs 182,49, 85,000; No 22 Public Health Engineering - Rs 1612,45,73,000; No 26 Administration of Justice - Rs 190,40,52,000; and Demand No 27 Election - Rs 51,19,36,000, for the financial year ending March 31, 2025.During the discussion, MLAs Th Lokeshwar Singh (Khundrakpam) and K Meghachandra Singh (Wangkhem) moved cut motions on Demands No.12, 21, 22, 26 and 27, which were later withdrawn and passed in the House.

Leader of the House CM N Biren, while replying to a cut motion moved by Meghachandra, informed that as per a Cabinet decision on June 13, 2024, tentative date for election to Municipality, Panchayat and Autonomous District Council (ADC) has been forwarded to the Election Commission of India (ECI) .

Meanwhile, Municipal Administration, Housing & Urban Development (MAHUD) minister Y Khemchand Singh informed that collection of Property Tax has been started in Municipal areas and door to door collection of Property Tax is in the pipeline.

He requested the elected representatives residing in Municipal areas to pay their taxes so that the public do not hesitate when apprised.

Khemchand continued that as per the new Building Bye-law, there is provision for installation of rain harvesting, reuse of re-cycled water and electronic vehicle charging station.

Stating that Town Planning, MAHUD and IMC held frequent meetings to regularise the building bye-law, he recounted that as per a survey conducted in this regard, it was found that 90 per cent of the buildings in Imphal were been constructed in violation of the rules.

As such, the government decided to implement the new bye-law after much deliberation.

Khemchand also mentioned that there are many buildings in Imphal and hill areas constructed by masons without the approval of an engineer and in violation of building bye-law.

There are also 6-7 storeyed buildings in Imphal City, some of which are visibly slanted and high risk in an earthquake zone like Manipur.

Thus, there is a need to look into the construction of buildings to prevent any unwanted incidents, he asserted.

The minister further informed the House that The Imphal Municipal Corporation Building Bye-laws are amended from time to time.

Drawings by recognised architects can be submitted online to the Municipal Corporation for obtaining NOC for construction of new buildings, he added.

Anyone planning to construct a seven-storeyed building should have four-wheeler parking space while those applying for loans for the construction will be required to submit the aforementioned NOC.

Later, CM Biren introduced The Manipur Scheduled Castes and Other Backward Classes (Regulation of Issuance and Verification of Caste Certificates) Bill, 2024 (Bill No 15 of 2024), and The Manipur Contingency Fund Bill, 2024 (Bill No 9 of 2024) while minister (in-charge of Education) Th Basantakumar Singh introduced The Dhanamanjuri University (Second Amendment) Bill, 2024 (Bill No 13 of 2024), and The Manipur Private School (Registration and Regulation) (Amend ment) Bill, 2024 (Bill No 14 of 2024) .
