Justice Nobin stresses on promoting legal literacy

Imphal, December 11 2021: High Court of Manipur judge and Manipur State Legal Services Authority executive chairman justice Kh Nobin has observed that the main cause of various issues in the state is lack of proper knowledge of laws among the people.

He was speaking in a National Lok Adalat organised jointly by Manipur State Legal Services Authority, High Court Legal Ser vices Committee and District Legal Services Authority at LDR building, Lamphel Court complex on Saturday.

Justice Kh Nobin explained that National Lok Adalat is being conducted every three months so as to settle long pending and pre-litigation cases or to bring about a comprotnise amicably between the parties in dispute.

Cases resolved in National Lok Adalat could not be appealed further in courts, he informed.

Pointing out that conduct of National Lok Adalat not only lessens works of the courts but also saves time and money for both the parties in conflict, Justice Nobin explained that the piling of pending cases in court is due to lack of manpower, infrastructure and judges.

Around 60 CBI and NIA cases are still pending as there are no special NIA and CBI courts, he added.

Nobin further highlighted that the people should thoroughly know the laws of the state and various government schemes.

However, it is unfortunate that around 90 per cent of the total population does not know about the laws and schemes.

As such, they failed to avail the benefits provided by the government, thereby causing several issues in the state.

The attendance of people in Legal Awareness programmes is also very low, he observed.

Four benches were set up in the National Lok Adalat for Imphal East and Imphal West.

Out of 1927 cases referred, 355 of them were taken up with 195 cases involving Rs 1,93,45,211 settled.

Meanwhile, District Legal Services Authority, Churachandpur organised a National Lok Adalat in Churachandpur during which SBI and UCO bank default as well as civil cases were settled.
