Imphal, January 05 2023: The final photo electoral rolls for all the 60 assembly constituencies of the state were published by the respective electoral registration offices on Thursday.

Addressing a press confer ence in this regard at the office of chief electoral officer, Lamphelpat, here, on Thursday, additional CEO Manipur Naorem Praveen said that the electoral rolls were published with January 1, 2023 as the reference date as per directive of the Election Commission of India.

The electoral rolls have 20,57,854 electors, out of which 10,62,426 are female voters, 9,95,207 are male and 220 electors in third gender category.

The gender ratio is 1068 female for every 1000 male.

The population ratio of electors is 57.35 per cent of the total population of the state.

It shows a slight decrease from the last electoral rolls, which had a population ratio of 57.70 per cent, and the reason behind the decline is deletion of proxy/duplicate and deceased voters, he said.

Number of polling stations has come down from 2959 in the previous electoral rolls to 2955 this time.

One polling station was added in Imphal East district and five were removed from Churachandpur district.

The reason behind the declining number of polling stations is the new directives of the ECI, which fixed the ideal number of voters per polling station to 1400 and amalgamation of polling stations in a single location.

This will help in lowering manpower requirement and expenditure during the conduct of elections.

It is a nationwide process, he said.

Following mass awareness with support from stakeholders including political parties and media, number of eligible electors getting their names registered in the electoral rolls has increased.

Out of the total registered electors, 46,586 (1.30 per cent) are newly registered electors in the age group of 18-19 years.

At the same time, the office is taking up detection and deletion exercise of duplicate electors and 40.70 per cent of the process has been completed.

Verification process has been completed for Jiribam district while process for Bishnupur district is nearing completion (93.8 per cent).

However, only 13.7 per cent process has been completed for Tamenglong district.

Altogether, 1,33,553 cases of duplicate registration (in more than one assembly constituency) have been detected so far.

The remaining will be completed before the next qualifying date, which is April 1, he added.

The Additional CEO, however, said that despite the increasing number of young electors (18 to 20 years), many are still missing.

It requires a concerted effort from all stakeholders, especially media in disseminating information and encouraging eligible youth to get registered.

Based on the census figure, at least 1.46 lakh young voters (18-19 years) should be recorded in the electoral rolls but there are only 46,586 newly registered electors.

Similarly, number of registered electors in the age group of 20 to 29 years is only 4,54,723 while the actual number of eligible electors should be nearly 7 lakhs.

On the other hand, there are 4,58,806 registered electors in the age group of 40 to 49 years while the actual number of electors should be around 4 lakhs.

It shows high possibilities of duplicate registration and inclusion of deceased electors in the electoral rolls, he maintained.
