DESAM demands penal law before Cl X, XII exams

Imphal, February 02 2023: Democratic Students' Alliance of Manipur (DESAM) has urged the government to enact examination penal law and implement the same before the commencement of the upcoming class X and class XII examinations to be conducted BSEM and COHSEM respectively.

Addressing media persons at its Kwakeithel office, here, on Thursday, secretary general Mayengbam Somorjit said that DESAM has been striving for quality education system in the state by bringing out good students with the abolition of dirty examination system.

However, unwanted incidents continue unabated during class X and class XII examinations.

With the main objective to stop unwanted incidents in state level examinations, DESAM lodged a complaint to Manipur Human Rights Commission in February, 2020.The then acting chairperson of the commission on March 21, 2021 stressed the need for having examination penal law in the state and even gave directive to the government to frame the penal law at the earliest similar to the Karnataka Education Act, 1983 .

However, the state government is yet to bring out any examination penal law till date and this indeed is a big danger to education sector in the state, he said.

According to Somorjit, the state has no legal provision to punish those arrested for helping candidates in examinations.

Last year, a teacher running boarding was found abetting unfair means in examination and he was nabbed and handed over to authority but a cheating case was registered against the teacher as there was no Act to punish examination violators and the teacher was released on bail, he recalled, while adding that no compromise should be made in the effort of bringing quality education.
