MPRFM pleas Govt intervention in rice distribution

Movement for People's Rights Forum, Manipur (MPRFM) has expressed concern over anomalies in the distribution of PMGKAY rice and appealed to the government for immediate intervention to stop the unethical conduct of CAF&PD officials, in connivance with handful of transport contractors, while contending that such misconduct has paralysed the monthly rice distribution system under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) in Noney district.
In a statement, MPRFM said that PMGKAY is part of the schemes reflecting firm commitment of Prime Minister Narendra Modi towards efficient and targeted welfare, in ensuring that basic food and nutrition requirements are met.
In Manipur, under the leadership of chief minister N Biren, several schemes and policies, such as CMHT, Meeyamgee Nu-mit, and Hill Leaders' Day are being implemented with an aim to bring prosperity and development to the state and bridging the gap between the hills and the valley.
However, contrary to these objectives, few officials of CAF&PD, in collusion with transport contractors, are reportedly selling large quantities of rice meant for beneficiaries in the black market, mainly in the districts of Tamenglong and Noney, consequently depriving many beneficiaries of their basic rights.
Reports indicate inequitable distribution and favouritism in the allocation of benefits, leading to frustration and disillusionment among those in dire need of assistance, the forum claimed.
The distribution of PMGKAY benefits dispropor tionately affects vulnerable groups such as low income families, senior citizens, and persons with disabilities.
Many families have been struggling to sustain due to the unavailability of PMGKAY rice, especially with economic challenges arising out of the ongoing Meetei-Kuki ethnic violence, it continued.
Stating that no monthly rice under PMGKAY has been distributed for six months, specifically in July and November of 2023, and February, March, April, and May of 2024, it disclosed that despite several attempts, the department concerned has failed to meet the demands, leading to a noticeable decline in public faith and raising concerns about the department's priorities and responsibilities towards marginalised sections of the society.
In light of these grievances, MPRFM, with hope and optimism for the state's future under the leadership of chief minister N Biren, called for immediate and strict action against the involved government officials and transport contractors.
They also urged for reinstatement and uninterrupted functioning of the PMGKAY scheme within one week to prevent the situation from escalating into a larger crisis.
Failure to act swiftly and decisively in addressing these grievances may compel the people to take to the streets, expressing their frustration and protesting through democratic means until their basic necessities are fulfilled, the statement cautioned.
