The Manipur Medical Council Bill, 2009, a bill which would oversee standard of medical education in the state redress difficulties of the medical students and practitioners is yet to get ascent from the President of India even after five months had passed since it was passed by the Manipur Legislative Assembly.
State needs having its own medical council considering the proposed setting up of a medical college of its own and to address the difficulties facing by the medical students and medical practitioners as well as to oversee the state standard of the Medical Education.
In the absence of a medical council in the state, all these students and those already practicing in the state have to register/renew their registration in other state as such as the Assam Medical College, Guwahati, etc.
Manipur has one Medical College, the Regional Institute of Medical Sciences (RIMS), Imphal under the Union ministry of health and family welfare.
It has an annual intake of 100 MBBS seats.
Every year about 60 students passed-out and another 26 to 30 students from the state pass-out from medical colleges outside the state.
Amidst this, Manipur government is on hectic effort to commence the session of the JNIMS from next academic year after it failed to commence from this year session.
The first and foremost objective of the Manipur Medical Council is to maintain uniform standard of Medical Education and to redress the difficulties facing the medical students and practitioners of the state etc.
once the Bill is enacted as Act, according to the official of the state health department.
The Council will also act as statutory body for giving registration to the eligible medical practitioners so that they may be permitted to practice and serve both in the government and private institution.
Manipur assembly passed the bill on July 23, on the last of the summer session of this current year and forwarded to the Governor.
However, observing some defects in the bill, Governor Gurbachan returned the bill for re-consideration and submitted the same to the President of India.
The bill was furnished to the President of India for ascent after the Governor returned the bill for re-examination with the knowledge of the Governor.
But, since the submission of the same, state government could not get communication with the Rashtrapati Bhavan with regard to the matter, the source added.
