Ibohalbi asks CM to resign, Ibobi challenges

Opposition MLA Dr I Ibohalbi and Chief Minister O Ibobi were locked in a heated debate during discussion on Manipur Appropriation (No 3) Bill 2012 in the state Assembly.
As the debate got more intense, MLA Dr I Ibohalbi asked the Chief Minister to resign from his post to which CM Ibobi said that he will not resign after being told to resign without any proper cause.
During discussion of the Bill, MLA Ibohalbi pointed out that a departmental inquiry was conducted over a police officer P Dhiren.
However, the DP is waiting comment from the head of the Police department which is against the conduct rule of Central Service as DP is above the head of police.
In reply, Chief Minister told the House that a police team led by P Dhiren left his polling station at Khoupum area for Imphal one day ahead of the scheduled timing.
Since the area is a high alert zone, proper security arrangements were to be made in advance to assist the retreating police team.
As the team was coming one day ahead of the scheduled timing, there were no proper security arrangement on the way and they were attacked by militants on the way back to Imphal.
In the attack 16 police personnel were killed and a departmental inquiry was sanctioned against P Dhiren who came behind the truck which was attacked by the militants.
As the inquiry was about to be completed, the DP was simply asking for comment from the Head of Police but not for direction, the CM said and challenged the MLA to bring forward any provisions or rule which restricts DP from taking comments from Police Head.
Giving reply to the CM's comments, MLA Ibohalbi told the CM that there is no provision of the DP asking for comment from Head of Police in the Central Service Conduct Rules.
On that, the CM told him that the rule which he was mentioning must be a normal rule for the Central Service to which the MLA slammed the CM for terming the Central Services Conduct Rule to be just a normal rule and demanded to define if there is another rule.
He also demanded the CM to resign from his post since he is not qualified to become a CM without such knowledge.
Peeved at that, CM Ibobi retorted that he will not resign simply because any MLA had told him to do so.
There must be a specific charge to make him resign from the post, he said, adding that he does not envy being a Chief Minister.
Continuing the discussing on the Bill, the CM informed the House that in JNIMS an Assistant Professor can be promoted to the post of Professor if he works for 5 continuous years.
There are certain service rules for the practicing doctors in the government hospitals and institutions and all doctors will be treated same under the rule.
Later, the House unanimously passed the Manipur Appropriation (No 3) Bill 2012 .
