State Govt is of Akash Billwallas: Dr Nara

We can't expect good governance from a government mainly formed by contractors-turned politicians, who earned bags of illegal money through Akash bills, said Dr Moirangthem Nara Singh, National Co-ordinator of Campaign for Electoral Reforms in India (CERI) on Wednesday.
Addressing a group of students and academicians who attended a symposium on 'Need for electoral reforms' organized by Slopeland Public School, Khongjom in Thoubal district, Dr Nara said that today the number of candidates with criminal records and contractors-turned politicians has increased only because of the existing electoral system in the country.
In order to restrict entry of criminals into politics and to mitigate all untoward election-related incidents in future, a better electoral system that suits the growing need of today's generation is required.
M C Raj, founder of CERI, who spoke as a special guest on various aspects of proportional representation (PR) electoral system which is being proposed to be introduced in India, said that PR electoral system and existing majoritarian electoral system are two entirely different systems, where the later is the most favourable and best available electoral system for a democratic country.
Under the proposed PR electoral system, the election would be conducted on a more refine and transparent manner through internal party democracy and direct democracy.
Moreover, government would finance election expenses and no more manipulative mechanisms like the problems of delimitations, registration of voters, etc would be there.
One of the main aspects of the PR electoral system is a stable coalition government formed by the representatives from different sections of the society, he added.
Inviting the visiting leaders of CERI, Manipur University also hosted a discussion at its Vice Chancellor's Court Rooms today afternoon.
During the discussion chaired by Prof H Nandakumar Sarma, Vice Chancellor of Manipur University, faculty members of the university and various scholars discussed about the limitations and advantages of the PR electoral system.
