Cabinet adopts 4-child limit policy, frames Excise Rules

Imphal, October 13 2022: In a first of its kind policy in the state, the state cabinet on Thursday approved a maximum four-child policy under which parents having more than four children will be forfeit ed of their opportunity to get government jobs and benefits of government schemes.

Chief minister N Biren chaired the cabinet meeting held at the cabinet hall of the CM's secretariat, here, on Thursday from 10 am to 2 pm.

The cabinet approved constitution of Manipur State Population Commission and implementing the same through an ordinance.

It also discussed about rising population of the state and resolved to enforce a strict four-child (maximum) policy under which the government would forfeit opportunities of parents having more than four children.

Informing this to the media after the cabinet meeting, government spokesperson and IPR minister Dr Sapam Ranjan said that the cabinet had a detailed discussion on the issues of flouting ILP norms and cases of possessing fake Aadhaar cards.

Taking serious note of the situation, the meeting directed the enforcing agencies concerned to strictly monitor the situation and take up prompt actions wherever and whenever necessary.

In order to strengthen the ILP System, all entrants will record their place of stay and mobile number linked with Aadhaar at the time of seeking ILP pass.

Earlier, the authority to issue ILP pass was deputy labour commissioner and now DCs will be empowered with the same, he said.

In case of labours for specific project not holding ILP pass, the contractor concerned will be held responsible and legal actions will be taken up against the contractor, he said and also informed that the IT department is in the process of developing a software to monitor entry and exit of ILP pass holders.

On the other hand, he said, the cabinet approved formation of a committee to frame Manipur Excise Rules following the legalisation of liquor.

The committee will be headed by excise commissioner and will have health director, social welfare director, Dr Ch Priyoranjan and Dr Lenin as members.

Thursday's cabinet also approved formation of a high-powered committee to evict illegal encroachers from Loktak Lake as part of the tourism and Loktak protection projects to be taken up under Asian Development Bank (ADB) funding.

The committee will oversee demarcation of Loktak Lake and eviction of encroachers.

CAF&PD minister L Susindro will head the high-powered committee.

Water resources minister Awangbow Newmai, fisheries minister Heikham Dingo, DCs & SPs of districts concerned and DC Imphal West are the members of the high-powered committee.

The cabinet also declared the sacred site of Ibudhou Thangjing at Thangjing Hill and sacred site of Ibudhou Koubru as well as Laitinkon (popularly known as Lai Pukhri/Ikon) on Koubru hill as sacred sites under Manipur Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1976.The area covered under the site will be four hectares for Ibudhou Thangjing, two hectares for Ibudhou Koubru, and four hectares for Laitinkon.

Thursday's cabinet also approved recruitment of different posts in different departments, which include 1512 posts (405 head constable telecom, 808 civil constable male, & 305 male followers) in home department; 200 doctors and 300 nurses in health department; 1000 primary teachers in education (S) department; and creation & recruitment of different posts for Churachandpur Medical College.

There will be a onetime relaxation of three years in the upper age limit for the posts in home department keeping in view of Covid-19 pandemic, and in case of the health department, priority will be given to doctors and nurses, who had served during the pandemic, he said.

Keeping in view of the government's policy to procure paddy from farmers, the cabinet approved constitution of Manipur Food and Public Distribution Corporation Limited, Dr Ranjan said.

He also informed that the cabinet has approved revision of the eligibility criteria of Chief Ministergee Sotharabasingee Tengbang from the existing 80 per cent disability to 60 per cent.
