Zomi Chiefs' Association seeks transfer of Thanlon AC electoral authority to Churachandpur

Churachandpur, September 16 2026: The Zomi Chiefs' Association has appealed to the Election Commission of India (ECI) to transfer the electoral authority of the 56-Thanlon (ST) Assembly Constituency from the District Election Officer (DEO), Pherzawl, to the DEO, Churachandpur, following the re-amalgamation of Thanlon Sub-division With Churachandpur district.

In a representation submitted to the Principal Secretary of the ECI, the association referred to its earlier representation dated October 19, 2023, in which it had requested the ECI to designate the Deputy Commissioner, Churachandpur, as the DEO for the Thanlon AC .

The association pointed out that the Government of Manipur had issued a notification on January 6, 2022, ordering the re-amalgamation of Thanlon Sub-Division from Pherzawl district to Churachandpur district.

It further stated that the Land Resources Department, Government of Manipur, in its letter dated July 29, 2026, directed departments concerned and offices functioning in Thanlon to implement the reamalgamation without delay and submit compliance or action-taken reports.

According to the association, the continued placement of the 56-Thanlon (ST) AC under the DEO, Pherzawl now requires consequential review so that the electoral administration corresponds with the revised territorial jurisdiction of Thanlon Sub-Division.

The association also noted that the Special Intensive Revision (SIR)-2026 was completed ob September 6, 2026, with the publication of the Final Electoral Roll.

It said that, with the revision process completed, the transfer of electoral authority and related records could now be undertaken without affecting the revision exercise.

The association has therefore requested the ECI to examine the matter in light of the relevant government notifications and its earlier representation and take necessary action to transfer the electoral authority from DEO, Pherzawl to DEO, Churachandpur.

It has also sought directions for the transfer and updating of electoral rolls, registers, files, databases, correspondence and other connected records, along with the corresponding electoral and administrative arrangements.

Meanwhile, the Zomi Chiefs' Association in a separate letter addressed to the Chief Election Commissioner, ECI has requested for the appointment of DC Churachandpur as the DEO of 56-Thanlon (ST) AC in alignment with the geographical and administrative boundaries that have been rectified and re-amalgamated.

The chiefs association in the letter expressed concern that the recent designation of DC Pherzawl as the DEO of Thanlon AC may 'inadvertently reopen old wounds and exacerbate the existing tensions and grievances in Manipur' .

In light of these critical considerations, the association appealed to the ECI to take immediate and decisive action.
