Imphal, April 15 2010: The All Manipur Recognised Private Schools, Welfare Association has denounced the Manipur Private School Regulations Rules, 2010, which has been framed under the initiative of Directorate of Education (S) as a ploy to abolish private schools in the State.

Addressing a press conference in this connection at Manipur Press Club here today, advisor of the Association N Tomba lamented that at a time when a great change is being witnessed in the education scenario of the country, the intention of the Government of Manipur to abolish private schools is very unfortunate.

He pointed out that there are many provisions in the Manipur Private School Regulation Rules, 2010 which would not be possible to implement by the private schools.

The proposal for cancelling the recognition of the private schools and forfeiting all their rights if the conditions laid down were not fulfilled within three years of implementing the Regulations is condemnable and not acceptable by the Association, Tomba said.

So, apart from the need to rectify and review these provisions, the State Government should come up with a State education policy before imposing regulations on the functioning of the private schools, he added.

He further observed that to produce good students in Manipur, the private and the Government schools should work together at the same level.

In fact, the private schools have already been doing its part and playing an important role in this regard.

To facilitate the private and the Government schools to work at the same level, workshops and seminars should be held and every section of the society should be involved in the process so that an education policy of the State could be worked out.

The proposed regulations of the private schools should be made a part of this policy, Tomba said.

Association president M Prabirkumar Singh who was also present at the press conference, asserted that the provisions related to management of the private schools on page 20 of the Manipur Private Schools Regulation Rules, 2010 is unreasonable.

Elaborating, he explained that according to this provision, only one member of the education agency of the school could be included in the managing committee and the rest of the members in education agency would have no say in managing committee.

This arrangement is nothing but intrusion of the neighbours in running a family.

Prabirkumar also pointed out that another provision on page 25 of the Regulation said that a nominee of the Education Director should be among the members who would conduct the interview for recruitment of staff in a school and if any of the candidates happen to be related to the nominee then the interview should be postponed.

He said that understanding the value of time, private schools are competing among them.

In a condition, it would be suicidal to keep waiting for the convenient timing of the nominee for conducting the interview.

Highlighting all these points, the comments and the suggestions of the Association on the proposed Manipur Private School Regulation Rules, 2010 have also been reportedly submitted to the Director of Education (S) today.
