The MAFYF has prepared to file a case against the State Government in connection with taking prisoners with handcuffs outside jail premises for different purposes.
Speaking to reporters today, MAFYF president Sapamcha Kangleipal asserted that the practice of taking out prisoners in handcuffs is against a directive of the Supreme Court.
Taking part in the press meet, advocate Y Devdutta quoting a Supreme Court directive issued in 1996 said that no convict should be handcuffed or tied when he or she is being taken out of jail premises for different purposes.
In case the convict should be handcuffed or his hands tied, the same should be done only with permission of a Magistrate.
Any jail authority or police officer defying the Supreme Court directive shall be penalised under law, Devdutta said.
Kangleipal further informed that MAFYF will see that all prisoners lodged in jails under the State Government get all the rights due to a prisoner.
