Govt relaxes ban on sale, transfer of land

Imphal, June 23 2021: The cabinet meeting held on Wednesday at the Chief Minister's Secretariat relaxed the ban on transfer and sale of land along with agreeing to provide incentive of Rs 10 lakh to weightlifter Saikhom Mirabai Chanu for her performance in sports of weightlifting.

The meeting which was chaired by chief minister N Biren Singh deliberated on a 30-point agenda in relation to development work of various departments under the government and after thorough deliberation approved them.

It decided to relax the ban it had put on selling and registration of land considering the inconveniences faced by the public.

Relaxation has been granted in case of transfer of land from father to children or transfer of land between relatives through gift deed.

But, the process of registration will require verification report of the respective deputy commissioner or BDO, police verification report and land buyers source of income.

The government also decided to directly purchase 15.120 acre of land from owners of Imphal East and West districts for swift construction of Imphal Ring Road funded by the Externally Aided Project of Asian Development Bank (ADB).

The land will be purchased at the present market rate under a committee headed by DCs of Imphal East and West districts.

The Imphal Ring Road project will be constructed at the cost of Rs 900 crore with 90 per cent as grant and 10 per cent loan.

The total length of road will be 51.23 km and will require 195.29 acres of land out of which 15.120 acres are to be acquired in Imphal East and West districts.

For acceleration of the project, the required land will be directly purchased by the government as the earlier project so as to commence the project.

The cabinet also agreed to provide one time incentive of Rs 10 lakh to weightlifter S Mirabai Chanu, who has qualified for this year's Tokyo Olympics to encourage her in her endeavours.

Recently, Padmashree and Khel Ratna awardee S Mirabai Chanu had broken the Clean and Jerk World Record at Asian Weightlifting Championship at Uzbekistan.

Government also approved modification of scheme area of National Games Village, Meitei Langol for construction of Temporary Government Quarters to relocate government employees staying at Tribal Colony Quarters, Checkon, Imphal East and also decided to carry out the construction of Government Residential Quarters, Tribal Colony at New Checkon with Planning and Development Authority (PDA) as implementing agency.

The meeting decided to take a loan of Rs 40 crore from HUDCO for construction of the temporary quarters.

As part of resource mobilisation, the cabinet also decided that fishery farms under Fishery Department will now be managed under Public Private Partnership (PPP) model.

The farms will be leased at the rate of Rs 20,000 per hectare for one year.

Presently, 2030 hectares of fish farms are being run under Fishery Department.

Apart from this, the state cabinet agreed to transfer 600 acres of land from Tea Estate at Jiribam under the Department of Textiles, Commerce & Industries to Power Department (MANIREDA) for development of 100 MW Solar Photo Voltaic Power Plant under the 15th Finance Commission.

Implementation of "Development, Customisation Deployment and Management of State-Wise Vehicle Tracking Platform for safety and enforcement with AIS-140 specification" in the state under Nirbhaya Framework by MANITRON was also approved at the meeting.

The cabinet also reviewed its earlier decision on abolition/ de-cadre of 70 posts of BDOs from the Schedule-I of Manipur Civil Service Rules, 1965 .

For the Home Department, the cabinet approved the recommended site for construction of Battalion Headquarters of 11th India Reserve Battalion at Saivom village in Tengnoupal district.

The meeting also approved to appoint Lisham Gitchandra Singh, younger brother of (Late) Lisham Premchand Singh, inspector in Manipur Police Department, as a sub inspector in Manipur Police Department on compassionate ground.

The cabinet approved amendment in the Manipur Start-up Scheme with the objective of promoting 5000 entrepreneurs, establishment of CSIR-CFTRI Resource Centre at Imphal, implementation of MLALAD programme in vacant assembly constituencies through deputy commissioners.

The cabinet also approved amendment of Manipur Forest Rules, 2021 for strengthening protection of forests and for amending Manipur Fiscal Responsibility and Budget Management Act, 2005 .

It also sanctioned construction of third Manipur Bhawan at Dwarka, New Delhi.
