Beautification requires pragmatic approach, sincere dedication: Kayisii

Tribal & Hill Areas Development & Fisheries Minister N Kayisii has opined that pragmatic approach and sincere responsibility are needed for beautification of a town or area.
The Minister expressed this while speaking at the launching programme of Ukhrul town beautification drive cum residential quarters inauguration function of Ukhrul Autonomous District Council (UADC) at DRDA conference hall mini secretariat Hamleilkhong Ukhrul today.
The Minister while lauding ADC, Ukhrul for its noble initiative, said that beautification is not mere cleaning but proper management of waste disposal which is the need of the hour.
He said that the beauty of nature has been destroyed due to wanton human activities and motivated everyone that the time to restore nature to its former beauty has finally come.
The Minister further expressed that the hill ADCs have to be updated with more power devolution and functions.
Pointing out the present scenario of the ADC which are facing different problems and crisis, he asserted that internal matters have to be resolved internally and bringing every little matter to the High Court will only demote the credibility and sanctity of the Autonomous body.
The mindset to go to Court for every tiny issue has to be dropped in order to strengthen the ADCs for the better, in spite of differences within the councillors.
MLA Leishiyo Keishing cited that developed nations follow certain norms and regulations for construction of dwelling houses.
Asserting that poor governance will only bring failure in a State or region, he said that the time has come to revamp the whole district through active participation of the people.
On the other hand, MLA Khashim urged the DLOs and others attending the programme to provide maximum contribution for the forth coming Shirui festival and extend the tradition of hospitality to the visitors.
Earlier, before the launching programme, an interactive session was held at the UADC Chairman office in which the councillors apprised to the visiting Minister that power has not been devolved, after the Third Amendment Act 2008, to the hill ADCs of Manipur.
A memorandum was later submitted to the Minister to redress the grievances of Ukhrul District Autonomous Council which also highlighted the yet to finish administrative building of Ukhrul ADC, Executive members quarters and ADC hostel.
N Kayisii assured them that he will personally look into the matter and do the needful at the earliest.
The Minister inaugurated two quarters and launched the town beautification drive by cutting the ribbon at the front gate of Mini secretariat office complex Hamleilkhong, Ukhrul in the presence of MLAs, namely Khashim Vashum and Leishiyo Keishing, UADC Chairman Dickson Kumrah, DC, Ukhrul Dr Harmit Singh Pahuja, SP Worngam Ningshen, Vice Chairman Ukhrul ADC, Executive members, councillors, DLOs, headmen, ADC staff and well wishers.
Later, the officials also inspected the incomplete ADC office complex and the ongoing construction Women market complex and the district hospital.
