Imphal, December 21 2010: This year's winter session of the 9th Manipur Legislative Assembly which will have two sittings commences tomorrow, December 22.Authorities are all set for a smooth conduct of the session, officials said.

Security measures in and around the Assembly building has been beefed up and authority has ordered traffic regulations and road diversions during the assembly session.

To maintain law and order, and provide adequate security and to ensure the smooth sitting of the Assembly, 74 armed personnel including two Jemandars from the Special Capsule Course on VIP protection of 2nd Manipur Rifles have been deployed to assist the Imphal West district police in protecting the Assembly complex.

The personnel will be deployed around the periphery of the Assembly complex, sources said.

The ninth session of the 9th Manipur Legislative Assembly which the state Governor has summoned will begin from 11 am.

It will have two sittings as decided by a meeting of the Business Advisory Committee (BAC) of the state assembly.

Election of the Speaker of the assembly will be held on the second and last day of the session, December 23 .

The post of Speaker has been lying vacant since the expiry of MLA Dr S Budhichandra in September, 2010 .

I Hemochandra of the ruling Congress party is expected to be elected as the new Speaker of the assembly as it is learnt that no candidate from the opposition will be fielded.

The last date of filing nomination is Wednesday noon.

On the first day of the session after the question hour the Speaker of the House will move an obituary reference on the passing away of formers members of the House, Sinam Bijoy of the Manipur Territorial Council, Dr Sapam Budhichandra Singh, Speaker of the current Assembly, Songchinkup, former chairman of the Hill Areas Committee and Z Mangaibou, former Deputy Speaker.

A calling attention to be moved by members O Joy and Ng Bijoy on the alleged negligence by the doctors of RIMS which led to the death of a patient will follow the obituary reference.

The sixteenth report of the business advisory committee, 2010 and Pay Committee report of the Assembly will be tabled by Chief Minister, O Ibobi and Th Lokeshwor, chairman of the Pay Committee respectively at the concluding part of the first day of the sitting.

No government bill will be tabled in the house during the two-day sittings.

But during the questin hour the opposition has prepared to put up matters related with the artificial scarcity of petrol, diesel and sk oil faced by the state in the last six months.

Other listed agendas include land allotment of MSRTC in Dimapur and implementation of projects under the Union ministry of Development of North East Region (DoNER) .
