Imphal, May 31 2009:The State Cabinet, during a meeting held this evening, thoroughly deliberated on issues regarding monetary award to informer/s in addition to deciding land compensation amount. After minute discussion, the Cabinet decided that a Committee under the chairmanship of the State DGP would fix the amount. Regarding compensation amount to be paid to land owners, whose plots are likely to be affected by the road expansion programme, the Cabinet finalised the amount at different rates. The Cabinet decision relates to expansion of National Highway No 150 stretch from Keisampat to Tulihal Airport, NH-53 extending from Wahengbam Leikai to Oriental College, and state highway from Wahengbam Leikai to Ningthemcha Karong along the Mayai Lambi. Land owners affected by the road expansion plan from Keisampat to Kwakeithel bazar, Wahengbam Leikai upto Tera bazar and from Wahengbam Leikai till Haobam Marak are to receive compensation at the rate of Rs 377 per square feet. In the case of similar plan affecting land owners from Kwakeithel Bazar to Airport Gate, Tera Bazar to Oriental College Gate and from haobam Marak till Ningthemcha Karong, they would be compensated at the rate to Rs 150 per square feet. Apart from the said compensation amount, the Cabinet also fixed 30 percent solatium and 12 percent interest rates. Noting that land surveys being conducted since 2005 by personnel of the Directorate of Settlement and Land Records is taking too long, the State's Chief Secretary has been entrusted to assess on including staff of Deputy Commissioners of Imphal East, Imphal West, Thoubal and Bishnupur districts. The Cabinet session further approved acquisition of 300 acres of land to set up the Indira Gandhi Tribal university on the north-west side of Makhan village, which is under Kangpokpi Assembly Constituency. It also decided on the Government's dissociation from the Manipur State Land Development Cooperative Bank Limited. The State Government had been the guarantor of the Bank, whose disbandment was initiated by the Government, after clearing an amount of Rs 39.33 lakh in 2002, which the Bank had procured as loan.

However, the bank shut-down plan is being delayed as a case had been filed against the decision. The Cabinet also approved recruitment of 29 MBBS and 24 specialists on contract basis to replenish personnel strength of Health Department after a number of doctors serving under the Department have been either placed or preferred posting at JNIMS, Porompat. Moreover, it was also decided to enrol 10 contractual doctors as substitutes for same number of doctors who are on leave. In addition to approving waiving of loan amounting to Rs 6,01,199 procured by the then Agriculture Officer of State's Agriculture department namely Simthar Muivah of Ukhrul district, today's Cabinet meeting also consented on the appointment of Simthar's son as a mandal in the revenue Department. It is informed that Simthar was killed in a firing incident on December 31, 2005 in North AOC area and his son's appointment is under the die-in-harness scheme of the Government. Informed source also disclosed of the Cabinet giving the green signal for the appointment on contract basis one Assistant Public Prosecutor cum Assistant Government Advocate each for the districts of Churachandpur, Ukhrul, Thoubal, Bishnupur and Imphal West as well as Kangpokpi sub-division. It further approved service extension for another year of one Th Chandrajit, who was the Section Officer of Secretariat (Law and Legislative Affairs).
