Imphal, February 05 2016 :
A convention on extra judicial killing of civilians was held at Iboyaima Shumang Leela Shanglen, Palace Compound here today under the aegis of the Threatened Indigenous Peoples' Society (TIPS) .
Representatives and volunteers of different civil society organisations, Meira Paibi groups, NGOs, youth clubs, human right activists and JACs constituted against controversial killings took part in the convention.
The meeting resolved that the Government should frame a policy for resolution of the Indo-Manipur political conflict apart from putting an end to 'institutionalization' and 'legalization' of repressive measures perpetrated by security forces under the impunity guaranteed by AFSPA.
CBI should re-open the killing of Thokchom Rabina and Chungkham Sanjit on July 23, 2009 files and befitting punishment should be awarded to all those found guilty, read another resolution of the convention.
All members of armed opposition groups arrested in the course of the Indo-Manipur conflict should be treated as prisoners of war and the defunct Manipur State Human Rights Commission should be re-activated at the earliest.
The convention further resolved that the Governments at the Centre and the State should respect the recommendations of Justice Jeevan Reddy Committee on AFSPA 1958 and the fifth report of the 2nd Administrative Reform Commission on public order etc.
The convention also agreed to give the onus of forming a common platform for all civil society organisations and NGOs working in the field of human rights under the banner Alliance for Human Rights Movement in Manipur (AHRMM) to TIPS.
Ch Sanjit JAC convenor Th Anita, Th Rabina JAC co-convenor A Shilla, JAC Satish (Tomba) convenor Ksh Ibemu, Just Peace Foundation Member Irom Singhajit, author of 'Sharmila : A Mission for Peace' Dr O Kulabidhu, CIRCA convenor Th Somorendro, social activist Mutum Churamani, former MSHRC member RK Rajendra, TIPS president W Ananda and Senior Citizens Manipur member Dr Khomdon Lisam attended the convention which was moderated by social activist Ningthouja Lancha.

Ch Sanjit JAC convenor Th Anita remarked that the practice of awarding gallantry awards to security personnel notorious for killing civilians in fake encounters is rather abominable.
