Stage set for 2nd phase of Lok Sabha polls, DEOs appeal for facilitation of peaceful election

Jbm/Phz/Spi/Tml, April 25 2024: As the second phase for 18th Lok Sabha Election, 2024 is scheduled to be held tomorrow (April 26, 2024) the District Election Officer/ Deputy Commissioner Senapati, Mamoni Doley, IAS appealed to every eligible person to exercise their right to vote.

In line with the theme of Election Commission of India (ECI) 'Making elections, inclusive, accessible and participative' she informed that voting by Persons with Disabilities (PwDs) and persons above 85 years have exercised their right to vote through postal ballot in April 16, 2024 across the three Assembly Segments of Senapati district.

The DEO cautioned that any person who threatens any candidates or electors or any other persons with injury of any kind, is punishable with imprisonment up to one year or with fine or both under the section 171 C of IPC.

She also said that public places including polling stations have been enforced as 'No Smoking and Tobacco Free Zones' .

The DEO also appealed to the public of Senapati to refrain from taking bribe and in case anybody offers bribe or is having knowledge about the bribe or cases of threat/intimidation of electors, then he or she should inform on toll free number 1950 of Complaint Monitoring Cell or 9436892474, 9436892435, 9436892430 or use Election Commission's C- VIGIL app to file complaints of MCC violations.

She further appealed to all the voters and political parties to facilitate a peaceful election in which voters could cast their vote without any fear.

Meanwhile, polling officials along with security personnel were dispersed today at Sanyi Dahrii Sporting Complex, Khabung Karong, Senapati.

All the three assembly constituencies namely, 47-Karong (ST) AC, 48- Mao (ST) AC and 49- Tadubi (ST) AC within Senapati district will be joining the rest of II Outer Manipur Parliamentary Constituency in the second phase of the 18th Lok Sabha Election 2024 to be held tomorrow.

Altogether 228 polling stations have been set up in three ACs of Senapati district out of which 81 polling stations will be operated by female polling officials and the remaining 147 polling stations by men.

Model polling stations have also been set up in each AC such as Taphou Naga 49/60, Tobumai 48/36 and Karong (A) 47/58.DEO Senapati Mamoni Doley, IAS; SP Senapati Anupam, IPS and Assistant Returning Officers (AROs) monitored the dispersal and ensured all the polling personnel and security personnel reach their designated polling stations safely.

For smooth conduct of the election, 28 Sector Officers and 66 Micro observers have been deployed across the three assembly segments of the district.

As per Final Electoral Roll 2024, there are 142843 voters in Senapati (71433 males and 71410 females).

Ahead of the dispersal of polling teams, the Strong Room located at the DC Office Complex was opened at 5 AM for moving of EVM & VVPAT to dispersal ground in the presence of AROs, Nodal Officers, Sector Officers and representatives of various political parties.

Jiribam

Amid tight security and after following mandatory procedures, polling parties for the 41 polling stations in respect of 40-Jiribam Assembly Segment of 2-Outer Manipur (ST) Parliamentary Constituency were dispersed today from the DC complex, Chingdong Leikai, Jiribam.

Prior to the dispersal of polling parties to their respective polling stations, heavily guarded strong rooms located at the DC Office were opened from 8.45 AM onwards for dispersal of EVMs and WPATs in the presence of DEO, SP, ARO, Nodal Officers and representatives of contesting candidates/political parties.

Notably, there are 41 polling stations out of which five are model polling stations and eight women polling stations including one Special polling station under the "scheme for IDPs of Manipur to vote in relief camps" located in Bidyanagar Multipurpose Sports Complex in 40-Jiribam Assembly Segment of 2-Outer Manipur (ST) Parliamentary Constituency.

Altogether there are 30,809 voters which include 15660 male, 15148 female and 1 transgender.

Interestingly, polling stations number 40/16 and 40/17 located at Babukhal and Boroikhal are only accessible by waterways.

While flagging off the polling parties to their respective polling stations, DEO Jiribam Krishna Kumar, IAS instructed the polling parties to be vigilant and coordinate with each other.

He also appealed to the political parties to make the election peaceful and successful.

It may also be mentioned that there are 15 critical and 13 vulnerable polling stations in the 40-Jiribam segment.

A total number of 5 companies of CAPF have been requisitioned and deployed along with the deployment of armed and civil police of Manipur Police.

A total of 200 personnel including reserve personnel from various departments are being engaged as polling staff on poll day.

Voting will be held tomorrow from 7 am onwards till 4 pm in the 41 polling stations.

Pherzawl

With all the polling stations in the district ready to receive its 35009 voters, Pherzawl is all set to partake in the second phase of voting.

All the 234 polling personnel along with EVMs have reached their assigned destinations to conduct the polls.

Additionally, adequate Central Armed Police Forces and State Forces have been deployed to ensure security for voters, polling officials and maintain integrity of the voting process.

Despite the absence of Special Polling Stations owing to the non-existence of Internally Displaced Persons (IDPs) in the district, no effort is spared to facilitate seamless voting for all eligible voters.

Pherzawl district is home to 78 polling stations spread across two assembly segments- Thanlon and Tipaimukh which fall in Outer Manipur Parliamentary Constituency.

DEO Pherzawl Asish Das has been actively overseeing all electoral preparations besides working closely with the Election Observers for Outer Manipur Constituency to ensure a free, fair and smooth conduct of the ongoing Lok Sabha elections.

Senvon Govt H/School (A) with 1130 electors is the largest polling station while the smallest polling station, Phaibok Hmunte has only 45 voters.

Meanwhile, the farthest polling stations - Chingmun LP School and Doltang LP School are located at a staggering 290 kms away from the Dispersal Centre.

Poll Officials of these two stations and 14 others will be airlifted along with EVMs after the completion of polling.

Election Commission of India has stipulated EPIC and 12 other photo id cards including Aadhar, Driving License to be used for voter identification at polling booths on poll day.

Tamenglong

On the final day of the dispersion of polling officials 31 polling station of 52-Tamei (ST) AC and 52 polling stations of 53- Tamenglong (ST) AC was dispersed today from the multi purpose hall DC complex, Mini Secretariat, Tamenglong district.

Altogether 332 polling officials for 83 polling stations in the two Assembly segments i.e 52 Tamei/Tousem (ST) and 53 Tamenglong AC (ST) were dispersed on the final day.

36 female polling personnel were also dispersed today.
