NSUC accuses Chandel Deputy Commissioner of unethical practices, demands replacement

Seeking immediate attention of the State Government, the Naga Students' Union, Chandel has expressed concern regarding the attitude of the Deputy Commissioner of the district, Krishna Kumar, towards the people of the district and the administration in the past few months .
A joint press release issued by president and information and publicity secretary of NSUC stated that the organisation has been tolerating the bias attitude of the DC and had urged him to accommodate a common resolution/understanding while dealing with matters that can create conflict in the future .
It alleged that the DC acts under political pressure as a means to protect his transfer and posting, against the ethics of Government service .
NSUC sought the attention of the State Government in taking up necessary action against the DC and to replace him by a competent and unbiased officer .
Citing some of the DC's unethical practices, the Union said that in the appointment of Fair Price Shop Rationing Agent, certain anomalies were committed and as per norms specified by guidelines, the previous agents were to be appointed for two years which is extendable for one year through a selection committee but the committee headed by the DC overlooked the rule and regulations .
A case was also filed at the High Court of Manipur, regarding the matter, and subsequently the High Court passed an order in favour of the petition .
The DC has not obliged to the order of the High Court for appointment of the petitioner till date, it asserted while adding that even Government employees were appointed as rationing agents .
NSUC alleged that Krishna Kumar treats the district administration casually and has permitted many of the Departmental Heads of the district to regularly abstain from attending the office and no action has been initiated to enforce punctuality among the staff .
The Union further alleged that the DC tried to shift the blame to other staff who are attending offices regularly by alleging them of conning with the civil organisation leaders of the district .
He also used demanded the Treasury Office to be shifted to Mini Secretariat office, Chandel, which is technically not feasible, the union added .
The Treasury office is located at Chandel town vicinity and about 300 meters away from SBI, Chandel branch while Mini Secretariat Chandel is located 1 Km away from the town area .
The treasury office is situated at a place where every employee in the district as well as ex-servicemen and pensioners have easy access to the financial works .
NSUC alleged that the motive behind forcing the well installed machinery for treasury related works to shift to a far off place is a sinister design to cover the DC's administrative failures .
Such actions is considered as a challenge to the welfare of the public and will bring only inconveniences, it added .
Accusing the DC of being biased, the union stated that even during his leave of duty, the Additional DC, his immediate senior officer, was denied the responsibility of In-charge .
"The style of monitoring in connivance with the selected Sub Divisional Officers, under political influence is demeaning the moral values and ethics", NSUC claimed .
As part of his endless unethical practices, the union stated, the Deputy Commissioner plans to divert the Multi Sectoral Development Programme (MSDP) Fund and convert the programme into two projects at two different locations of two constituencies, which is also an attempt to deprive the public and the villages of Chandel district .
It further stated that such disappointing initiatives are open rebukes to the people of Chandel district and further appealed the authority concerned to issue necessary instruction to comply with the MSDP guidelines and take up necessary actions against the said Deputy Commissioner.
