Imphal, June 05 2016 :
With regard to registering an FIR against JCILPS former convenor Khomdram Ratan and pinning the wanted tag on him, senior Advocate Khaidem Mani has questioned whether Manipur Police Department is an organisation of uneducated persons.
Speaking to reporters at his Loklaobung residence, Khaidem Mani said that police had announced a cash reward of Rs 5 lakh to any individual who may provide information leading to Ratan's arrest.
He further said that Singjamei police had registered an FIR against Ratan bearing number 85 Clause 6, 2016 on June 2 .
Kh Mani said that the FIR was registered after Singjamei police station OC N Ingocha saw a photo that showed Ratan taking oath by holding the flag of banned UNLF at around 6.30 am on June 2 .
After some hours, Manipur Police Department announced the wanted tag against Ratan without Court order, the senior Advocate alleged.
The next day, Ratan's bank account was also frozen without conducting proper investigation, he added.
Saying that everybody knows about Khomdram Ratan, Kh Mani said that his career began as a social worker and he was appointed as one of the three convenors when UCM came into being in 2001 .
Maintaining that Ratan is also an advocate, Khaidem Mani questioned the basis under which he has been alleged to have connection with UNLF.
Khaidem Mani also questioned whether it is permissible under the law to file FIR against anybody on the basis of a photo uploaded on Facebook without doing preliminary investigation.
If it is permissible then why FIRs were not lodged against Chief Minister Okram Ibobi and Deputy Chief Minister Gaikhangam as a photo that shows both the leaders taking oath holding NSCM-IM's flag has already gone viral on social networking sites, Khaidem Mani said.
He also questioned why the alleged food adulterators who were pulled up by KSA had been freed.
