Churachandpur hospital block, Bishnupur mini-secretariat inaugurated ; Ibobi calls for exterminating 'UG govt'

Imphal, July 19 2014 : Chief Minister Okram Ibobi has called upon all the people of the State to put an end to the recent trend which looked like there were two parallel Govern-ments.

It's time for all the people to stand up and fight against the "underground government's" practice of dictating terms and calling shots at their own whims and fancies.

They cannot survive when people reject them, Ibobi asserted.

Chief Minister O Ibobi today inaugurated the newly constructed eastern block of Churachandpur district hospital.

The block comprises of observation rooms for both male and female, ICU treatment room and private rooms.

The Chief Minister also made spot assessment of the hospital's OPD, children OPD, female Ortho ward, OT, blood bank, maternity and children wards.

On the way back, Ibobi laid foundation stones for an industrial estate and a Government Polytechnic at Bish- nupur.

There he also inaugurated a newly constructed building of Bishnupur district hospital and the Bishnupur mini secretariat building.

Speaking at the inaugural functions held at Churachand-pur and Bishnupur, Ibobi un- derscored the need to completely alter the existing socio -political landscape which looks like there are two Governments, an open Govern- ment and a secret government.

The Government would do what it ought to.

At the same time, people need to rise up and check the activities of underground government, Ibobi appealed.

Pointing out that Manipur is home to different communities, Ibobi appealed to one and all to shed communal outlook and one-sided perspectives.

Communalism is something very risky and dangerous like an atom bomb.

He further called upon all the people to give up all kinds of parochial thoughts and views, and work together for a peaceful, progressive society.

Talking about development measures, Ibobi stated that, apart from giving priority to law and order, health and education sectors, the Government has been paying special attention to transport infrastructure and water supply.

It has now been 12 years since the Congress party took helms of the State's administration.

The Government was at its wits' end in the first time on account of the serious financial crisis which gripped the State.

The Government could do very little as the Planning Commission was not helpful enough.

The Government could embark on the path of development only in its second term as the State's finan- cial condition saw a steady improvement.

If Churachandpur district hospital should be elevated to the status of a medical college, it should have an area of 25 acres, 100 beds and 600-700 OPD patients on daily basis, according to the MCI guidelines, Ibobi stated.

Nevertheless, the State Cabinet would deliberate on the proposal of upgrading the district hospital to the level of a medical college after first investing Rs 200 crore and the number of beds is raised to 200 .

Out of the Rs 200 crore which should be invested in the hospital, the Centre would provide Rs 180 crore while the State Government would produce Rs 20 crore.

Out of the total 8000 power consumers of Churachandpur town, the Government has set a target of introducing pre-paid metering system for 500/600 consumers in the first phase.

But consumers should have a healthy habit of paying tax in time.

For convenience of district administration, a mini secretariat has been constructed and inaugurated for each district except Churachandpur.

Nevertheless, maximum efforts are being put in to inaugurate Churachandpur mini-secretariat by March 2015 .

It is being studied actively to put up electric cable wire over Loktak Lake so as to develop the lake as popular tourist site.

But development would always remain an illusion if there is no peace.

Health and Family Welfare Minister Phungzathang Tonsing conveyed gratitude to the Chief Minister for the latter's assurance for 24 hours power supply to Churachandpur district hospital blood bank.

The district hospital is becoming more and more important as people from Mizoram and Myanmar come there for diagnosis and treatment, Phungzathang claimed.

Commerce and Industries Minister Govindas Konthoujam, Works Minister Dr Kh Ratankumar, Education Minister M Okendro and MLAs from Bishnupur and Churachandpur districts were also present at the inaugural and foundation stone laying functions.
