DM varsity Bill to be tabled in House

A Cabinet meeting held today has decided to table the Dhanamanjuri (DM) University Bill 2016 in the upcoming session of the State Assembly in order to pave the way for establishment of a new university by amalgamating some major colleges of the State.
Briefing media persons after the Cabinet meeting, Government spokesman M Okendro stated that the DM University Bill 2016 will pave the way for establishment of a university by amalgamating DM College of Science, DM College of Arts, DM College of Commerce, LMS Law College and GP Women's College.
The university will be set up under RUSA and Rs 55 crore has been already sanctioned for its infrastructure development.
Around 87 colleges offering general courses and professional courses are affiliated to Manipur University and MU alone cannot monitor all these colleges.
It is believed that the colleges can be monitored better if another university is established apart from improving high education in the State.
If RUSA authority finds it agreeable, DM College of Teachers' Education and Hindi Teachers Training College would be amalgamated into the proposed State university.
The Cabinet further agreed to extend the term of the MoUs signed between the State Government and eight valley based UG groups by one year.
The UG groups which signed the MoUs are URF, KYKL-(MDF) Athouba and Achouba group, KCP-City Meitei, KCP-Taibanganba, UPPK, UTLA-SK Thadou, KCP-Nongdrenkhomba and KCP-Nganba.
The first seven UG groups signed MoUs with the Government in 2013 while KCP-Nganba group signed a similar MoU in December 2014 .
Claiming that the Ministry of Home Affairs is also involved in the peace process from time to time, Okendro stated that the Cabinet decided to extend the terms of the MoU by one year after considering the positive effects of the peace process.
Cadres of the UG groups which have signed the MoUs are given monthly stipends of Rs 4000 in addition to one time financial assistance of Rs 2.5 lakh each.
The Cabinet meeting further agreed to table the Manipur State Higher Education Council Bill 2016 which would pave way for establishment of the Manipur State Higher Education Council.
The State Cabinet then gave its approval to the Manipur State Higher Education Code for Government Colleges 2016, Manipur State Higher Education Code for Government Aided Colleges 2016 and the Manipur State Higher Education Code for Private Degree Colleges 2016 .
These education codes would come into force once the customary gazette notifications are issued.
These codes would held in streamlining administration of colleges.
The new codes would replace the education codes of 1982, Okendro said.
The Cabinet meeting further agreed to formulate the Manipur Civil Engineering Service (PWD) Rules 2016 and the Manipur Electrical &Mechanical Engineering Service (PWD) Rules 2016, Okendro added.
