ILPS demand picks momentum, stir on

Urging all the Legislators of the State to adopt a resolution in favour of im-plementing Inner Line Permit System (ILPS) in Manipur, a protest demonstration was staged today at Uripok Khaidem Leikai.
The protest demonstration was organised by the Kanglei Ima Lup under the aegis of the Joint Committee on Inner Line Permit System and it was participated by Meira Paibis of Uripok Khoisnam Leikai, Huidrom Leikai and Khaidem Leikai.
According to the protesters, the incessant influx of immigrants has had adverse impacts on the life of the indigenous people economi- cally, socially and politically.

Even as the immigrant population has started posing a serious threat to the survival of all indigenous com- munities, politicians of the State have been doing nothing to check the influx.
Rather they are using the immigrant population as their vote banks.
Several student bodies and civil society organisations have been demanding implementation of ILPS in the State so as to regulate entry and exit of migrants to/from Manipur and also to keep detail records of the profiles of all immigrants.
Unable to withstand the burgeoning public pressure, the State Cabinet adopted a resolution in July 2012 to enforce ILPS in the State.
This was followed by a State Assembly resolution which sought enforcement of the Bengal Eastern Frontier Regu-lation 1873.But both the Cabinet and the Assembly resolution have yielded no positive result till date.
Kanglei Ima Lup organising secretary Th Dhaneshwari decried that the State Government has shown little commit- ment to enforce ILPS in the State despite the people's persistent movement towards this end.
Socio-political life of the Manipuri people has been severely affected by the incessant influx.
It would not be correct on the part of the Government to remain silent at the face of such alarming threats.
Apart from completely capturing the State's labour market, many of the immigrants were found committing crimes, particularly against women, Dhaneshwari said.
There were cases when non-locals married women of the State, killed their wives and fled away.
The State Govt seemed incapable of doing justice when non-locals committed crimes here in Manipur and fled away.
The State Government should monitor all immigrants and their activities.
Permits should be issued to all non-Manipuri who wish to come to the State.
Such an arrangement would be very effective in protecting indigenous people, she asserted.
The Manipur Legislative Assembly should adopt a concrete resolution during the forthcoming Assembly session which begins from July 11 to the effect that ILPS is enforced in the State.
The protesters put up placards which read as, "Enforce ILPS in Manipur", "Save indigenous people and their land", " Enact appropriate land law for protection of indigenous people" etc.
