Imphal, January 20, 2012::
Ahead of the 10th Manipur Legislative Assembly election, Bharatiya Janata Party (BJP) has released a 45-paged vision document (2025) entitled "Manipur, Marching Ahead".
The document which focused on 27 different areas related to development and social welfare was released by BJP president Nitin Gadkari in the conference hall of Hotel Nirmala here today.
Speaking at the occasion, Nitin Gadkari exuded confidence that BJP-led NDA would come to power at the Centre after the 2014 Parliamentary elections.
The vision document released today would be implemented in letter and spirit once the NDA comes to power at the Centre, Nitin stated.
Stating that the vision document was formulated with the objective of bringing the North East region including Manipur on the path of speedy development and progress, the BJP president asserted that the misplaced economic policies of the Congress party has been posing a major setback to the country's future economy.
Both the Congress-led Governments at the State (Manipur) and the Centre are notorious for corruption and they have been treating politics as some sort of business enterprises.
The BJP's vision document envisages to restore the concept of rule of law aggressively, apply transparency, accountability and swiftness in decision making and action, to emphasise on e-governance for corruption-free administration, to make and implement hassle-free policies on vital areas like education, taxation, social security and legal system and also to provide equal and relevant opportunities to all strata of public for effective integration.
The document also provides a roadmap which is marked by overhauling Manipur Public Service Commission to facilitate speedy, efficient and accountable Government functionary, introduction of 'single window clearance' system for facilitating speedy clearance of documentation and quickness in decision making, decentralisation of the administration so that the planning can be done at village level, by local self government in the valley areas and by village councils in the hill areas.
Noting that Manipur has been inflicted by insurgency, ethnic conflicts, kidnapping, extortion etc, which are being abetted by lack of political will and dynamism, the BJP's document promises to form a special action group for maintaining peace and respectful harmonious relations among the various communities in the valley and hill areas.
It also pledges to address the aspirations of all ethnic groups and have a peaceful dialogue without compromising the national interest.
Reinstating effective border security management strategy to monitor trafficking of arms and narcotics across the international border is another point of the document.
Introduction and expansion of rail network to connect Imphal, Jiribam, Moreh and Guwahati and connection of Imphal Railway Station with Lamding in Thoubal district for improving connection between valley and hill areas were some other points.
It also envisions to re-open and strengthen the traditional roads like Old Cachar Road, IT Road and Old Kangchup Road.
Some other salient features of the vision document are to develop Moreh as a commercial hub for international as envisioned in India's Look East Policy, with a provision to set up Export Processing Zones (EPZs) in every district, give industry status to agriculture and provide impetus to agro-based industries like food processing, to develop Manipur as a domestic as well as international tourist's paradise, to develop Manipur as the sports capital of India with the additional provision of preserving and popularising indigenous games and sports of Manipur.
