To address various problems such as failure of any firm to come forward and other difficulties endured during the process of floating tenders for big projects taken up by various Departments, the State Government has been planning to launch facilities for e-tender and e-procurement.
An official source informed The Sangai Express that the idea was proposed by the Science and Technology Department in line with the e-tender and e-procurement facilities made mandatory in Central Government Departments.
Andhra Pradesh is leading the country in terms of installation and effective utilization of e-procurement systems.
As for the North East, the Public Works Department of Assam has started using the same system at different level.
For all the major projects to be funded by the World Bank and the Asian Development Bank, it is compulsory to install e-procurement system at the Department concerned.
The system is expected to reduce time consumption in the process of project execution.
It is also accepted that the system will help in maintaining transparency while enhancing efficiency.
Science and Technology Commissioner S Budhachandra has written to the Chief Engineers of the five engineering Departments as well as to ADGP (administration), RIMS Director, Registrar MU, Managing Director of Police Housing Corporation and Directors of other Departments to initiate necessary actions so that the e-tender and e-procurement systems can be implemented.
The Commissioner, Science and Technology has also proposed for identification of projects/schemes on priority basis which would require procurement of huge quantities of material from other States or abroad for using the facility of e-procurement.
With installation of the system as main agenda, a meeting will be held at the conference hall of Old Secretariat at 2 pm of June 14.The meeting will also feature a presentation by Shyamantak Mukherjee of M-Junction Kolkata, the service provider of the e-procurement system.
The State Govt has not been able to float tenders for some of the major projects as no firm(s) have forward for the particular projects in the absence of e-tender facilities.
