JCILPS Students' Wing demands special House session

Demanding that a special Assembly session be convened before the Budget session to facilitate passing of a Bill for the protection of indigenous people of the State, the JCILPS Students' Wing today warned of intensifying the pro-ILPS movement in the State unless the State Govt pays heed to the demand.
Addressing a press meet at the office of JCILPS at Nongmeibung this evening, convener of JCILPS Student Wing, M Angamba posited that a Special Assembly session be convened before the Budget session of the Assembly to pave way for passage of a Bill similar to ILPS for protection of indigenous people of the State.

The pro-ILPS movement was relaxed since a few months back after the State Govt assured to come out with a Bill to save the indigenous people, Angamba said.
On December 10, the All Political Party Committee on ILPS, with Dy CM and MPCC president Gaikhangam as its Chairman, submitted a 280 page report to the Govt after 16 sittings and due consultation with academicians, Constitutional experts and legal practitioners.
Chief Minister O Ibobi had said that the report of the Committee was sent to the Law Dept.
Angamba said that it was very unfortunate that the Govt failed to invite members of the JCILPS to discuss the report despite the CM's assurance to invite members of JCILPS to seek their observation and recommendations on the report.
Saying that the CM has also assured that a special session of the Assembly would be held to pass the Bill before the Budget session slated for March, Angamba urged the Govt to translate its promises and assurances into action.
He also said that the Students Convention held at Manipur College on October 21 recommended that a white paper on the demographic survey of non locals in the State from 1941 to 2014 be brought out.
Speaking at the occasion, Sanasam Subhashchandra, co-convener of JCILPS Students Wing said that they would impose a ban on all kinds of fair/mela from Jan 5 next year considering the approaching Board and Council exams.
The Students Wing had already imposed a ban on organising mela including gambling since the last few weeks.
If any organization or contractor holds any kind of fair, they would be held solely responsible for any untoward incident arising after January 5, he cautioned.
