ASER 2011 report released :: Need to formulate policy on primary education stressed

Observing abnormality in the status of primary education in the State, Prof N Mohendro stressed on the need to adopt a distinct policy on primary education in State.
He was speaking at the release function of Annual State of Education Report (Rural), ASER, 2011 for the North Eastern states held today at the Hall of Institute of Cooperative Management, Lamphelpat.
Stating that primary education is the base of education of an individual, Prof Mohendro said the resources of an individual can best be explored if the system of primary education is primed.
Even if funds for improvement of education are sanctioned throught the five-year plans since 1951, the State education department has no mechanism for monitoring and evaluation of the planings, he said.

Prof Mohendra said in the absence of proper monitoring and evaluation of the plannings, it has not been known whether the plans are achieved or not.
As such, based on the report of ASER, a well-defined elementary education policy could be framed for the State.
Pointing out that the present growth rate of Manipur in the five-year plan is only 6 percent, he urged that it should be increased to 13.25 percent in the 12th five-year plan.
He added that the growth rate should be increased through human resource, but not by infrastructures.
He also lamented that no moral and ethical values have been imbibed on the children by the family.
In order to develop human resource, a clear-cut policy on elementary or primary education should be framed.
Speaking at the occasion as the chief guest, Dr I Ibohalbi, MLA attributed the increasing crimes in the society to lack of proper education while adding that the education system neglects moral and ethical values.
He was also optimistic that the report of ASER would bear significance if the report is studied and evaluated thoroughly by the State education department.
