Tengnoupal MLA slams Minister

42 Tengnoupal assembly constituency MLA W Morung Makunga has questioned as to why Consumer Affairs, Food and Public Distribution (CAF&PD) Minister N Biren Singh restricted lifting of the AC's rice quota from the Sangaiprou godown yesterday.
speaking to newspersons at Manipur Press club today, Morung said agents were assigned to lift the Constituency's quota of PDS items which included 200 quintal BPL and 98 quintal AAY rice for Machi Block while for Tengnoupal sub-division 170 quintal BPL and 98 quintal AAY rice were supposed to be lifted from the same godown.
even as the items were being loaded in the trucks Godown Superintendent namely RK Binoy told the agents that Minister concerned (N Biren) had informed him to ensure that the rice loads do not leave the godown complex, claimed the MLA who posed on what ground or interest had the Minister intervened and barred the agents from lifting the rice quota.
He also contended that an order issued by the Additional Deputy Commissioner (Moreh) had allotted rice and sugar quota for Tengnoupal AC for the period from December 11, 2009 up to December 12, 2012 which was consequently annulled by a joint circular issued by CAF&PD Minister N Biren and Chandel Autonomous District council Chairman Lunkhosei Zou for the period from April 2, 2011 till June 14, 2011 .
When the matter was placed before the Chief Minister O Ibobi Singh the latter reportedly conveyed to the MLA that ADCs are not empowered for involvement in distribution of PDS items.
Demanding clarification, if any, on whether notification had been officially circulated for issuance of order by the Minister concerned or ADC chairmen on lifting of PDS items, Morung also pointed out that for the last many years agents for Tengnoupal AC were nominated with due consultation and approval of the DC, SDO, FCS officials and DSO concerned.
