MSPP condemns non release of funds

Manipur State Panchayat Parishad (MSPP) has condemned the State Govt over the delay and inappropriate release of funds sanctioned by the Central Govt.Addressing media persons today, president MSPP, Md Abdul Latif said that the action of the State Govt has not only created difficulties in carrying out developmental works in the rural areas but has also disheartened the members of Panchayati Raj Institutions (PRI).
At the beginning of their term, PRI members believed that the State Government will bring changes and work for the development of the rural areas but holding back of the Central fund has proved otherwise, he said.
He alleged that though the Ministry of Rural Development sanctioned Rs 115.04 crore as 1 st instalment of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREA), the State Govt released only Rs 80 crore on June 20.The said amount was received by the Panchayat only on August 8 due to technical problems in Electronic Fund Management System, he said.
He further stated that the funds received by the Panchayat are mainly from MGNREGA, Central Finance Commission and State Finance Commission and added that Rs 17 crore was also sanctioned by the 14th Finance Commission as 2nd instalment of General Basic Grant of the financial year 2018-19.According to the guidelines the sanctioned amount must be handed over to the Panchayat within 15 days but the State Govt has failed to release the amount till date, he said.
He urged the State Government not to hold back the sanctioned money for Panchayat in the future so that the elected members can work for the welfare of the villagers.
