Nemcha deliberates on rehabilitation of persons with disabilities

State Commission for Persons with Disabilities, Manipur kicked off a two-day Regional workshop on "Rehabilitation of Persons with Disabilities" with special reference to the Rights of Persons with Disabilities Act, 2016 at Lamyanba Shanglen, Palace Compound today.
The workshop is organised under the aegis of Ayar Yabar Jung National Institute of Speech and Hearing Disabilities, Mumbai.
Social Welfare Minister Nemcha Kipgen graced the inaugural function as chief guest while H Deleep Singh, Commissioner (Social Welfare) and R Bhattacharya, Head, Socio-Economic Rehabilitation Department & Nodal Officer NE were present as guests of honour.
In her speech, Nemcha Kipgen stated that both the State Government and the Central Government launched various welfare schemes for differently abled persons but the benefits of such schemes are yet to reach the poor persons with disabilities in far flung areas in the North East region due to lack of awareness about the schemes and its implementation.
She expressed that such series of awareness programme should also be conducted in the remotest corners of the State and other North East States to ensure that the benefits reach the unreached.
She informed that important aspects like cochlear implant for children with hearing disabilities, educational options and opportunities, skill development programme for persons with disabilities and a panel discussion on Rights of Persons with Disabilities Act form the main highlights of the workshop.
She stated that the information kiosks being provided to the Social Welfare Department and office of the State Commissioner for Persons with Disabilities should include informations of the welfare schemes run by the State Government and various legal provisions for persons with disabilities.
The Central Government recently launched Rights of Persons with Disabilities Act in December 2016.However, its implementation shall depend a lot on the machineries of the State Government, she added.
Emphasising the need to frame rules for proper implementation of the various provisions of the Act, Nemcha exuded confidence that deliberations during the workshop would come out with an implementable action in plan towards rehabilitation of persons with disabilities in four North East States including Manipur, Mizoram, Nagaland and Tripura.
Ayar Yabar Jung National Institute of Speech and Hearing Disabilities has initiated a numbers of developmental activities in the North East region by providing infrastructure facilities to improve clinical services for persons with hearing disabilities, she conveyed.
The Minister assured that she would work in consultation with the officials of the Department and office of the Commissioner for persons with disabilities to initiate action towards framing of rules as soon as possible.
