CM tactful in dealing oppositions charges Governor's address passed

2nd Session of the 11th Manipur Legislative Assembly which begins today turn out to be another tactful show of Chief Minister N.Biren Singh as he left oppositions MLAs speechless on giving clarification on why certain issues are not included in the Governor's speech to the house addressed on March 21, 2017, when two opposition MLAs moved for amendment of the Governors address.
While discussing the motion of thanks to the Governor's Address moved by Works Minister Th.Bishwajit and seconded by Awangbou Newmai both the legislators appreciated the governor for expressing the need for peace and communal harmony in the state for an inclusive development in the state.
Legislator Th.Bishwajit, who is also the works minister of the state government while moving the motion of thanks to the governor's speech said that the speech reflected the dream of Prime Minister Narendra Modi who had said that without the development of the north east region India will not be called developed nation.
Legislator Awangbou Newmai, while appreciating the Governor address has highlighted the policy and programme of the government for creating a conducive and peaceful state.
Opposition legislators - Khumukcham Joykishan and Govindas Konthoujam moved motion for amendment of the Governor's address on the ground that it lacks certain burning issues like that of the NSCN_IM framework with the government of India, Legislations for protection of indigenous people of the state, failure to implement Lok Ayukta Act in the state.
Other issues for empowerment of local bodies have also been missed out in the Governor's address so urged the house for amendment of the speech.
Clarifying to the opposition MLAs, Chief Minister N.Biren Singh, who is also the leader of the house said that his government will not left out matters of public interest which was taken up by the previous government.
He said that issues for introduction of legislations for protection of indigenous people of the state is the need of the hour but such a sensitive issue need to be consulted with all the stake holders of the that state.
A hasty move may sabotage the peaceful atmosphere of the state, Biren added.
On the NSCN-IM and GOI Framework agreement, Chief Minister said that his government is firm on the commitment for protection of the territorial integrity of the state.
However, as Manipur isnot a party to the talk it is not appropriate to mention on the governor's speech even though the government is ready to face any consequences that might effect the state.
On the matter for the implementation of Lok Ayukta and protection of the paddy field as well as dealing with the flood, Chief Minister N.Biren Singh said that his government is committed and has already been working out for that in the short 3 month period.
The Governor speech was passed later without further objection.
