House approves supplementary grants amounting to Rs 218,09,293,881

During the question hour, leader of the House, N Biren Singh stated that the Government has issued 17 uniform items to 1,13, 957 personnel of Manipur Police/MR/IRB from April, 2017 to January, 2020.The uniform items include ankle boot (black), beret cap (OG), combat coat, drab angola shirt, ground sheet, brown leather shoe (ASI), mosquito net (khaki), terry cotton (khaki), terry cotton (OG), jungle boot (OG), woolen socks (OG), woolen socks (khaki), woolen blanket, web belt (OG), waterproof rain coat (khaki), leather belt (black) and black leather shoe (WPC) .
Biren who is also in charge of Finance, stated that the total amount recommended by the 14th Finance Commission as post-devolution revenue deficit grant for the award period 2015 - 2020 for the state is Rs 10,227 crore, out of which Rs 10066 crore was already transferred by Government of India.
He added that the remaining Rs 161 crore is expected to be transferred by March 2020 .
He further informed that the State has proposed the 15th Finance Commission a total pre-devolution revenue deficit of Rs 83, 205 crore.
As per the year-wise projections of the State Government, the proposal for the first year (2020-21) is Rs 13,968 crore.
Chief Minister N Biren stated that the total number of registration under the Start-up scheme since its inception is 5682.Tabling the year-wise detailed report of the fund sanctioned, allotted and utilized for the start-up scheme, he explained that in the year 2017-18, out of Rs 3000 lakh allotted, Rs 3000 lakh was sanctioned and Rs 1009.94 lakh was utilized against the amount sanctioned; in 2018-19, out of Rs 3000 lakh allotted, Rs 3000 lakh was sanctioned and Rs 319.07 lakh was utilized against amount sanctioned.
For the year 2019-20, Rs 2500 lakh was allotted.
Biren also highlighted that for the year 2017-18, out of 338 targets set, 312 were achieved; in 2018-19, out of 798 targets set, 709 was achieved and for the current year 2019-20, a 774 targets have been set.
MAHUD Minister Th Shyamkumar, replying to a question raised by MLA AK Mirabai Devi regarding Street Vendors Act, informed the House that the Manipur Urban Development Agency (MUDA) under MAHUD has been implementing the Support to Urban Street Vendors (SUSV), a component of National Urban Livelihood Mission (NULM) since 2014.He also stated that the Street Vendors Act came into force since May 1, 2014 .
To provide legal protection to street vendors and hawkers, the Government has framed the Manipur Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2016 and the Manipur Street Vendors (Protection of Livelihood and Regulation of Street Vending) Schemes 2018, he asserted.
Shyamkumar said that the direction to conduct survey in five most populous towns of Imphal, Thoubal, Kakching, Mayang Imphal and Nambol have been given and funds for the purpose have been released.
Thoubal and Andro have completed street vendors survey under SUSV of NULM.
Town Vending Committees (TVCs) have been constituted in Thoubal, Kakching, Nambol, Bishnupur, Andro and Jiribam, he added.
To a question on the suspension of registration of sale and purchase of land, Revenue Minister Karam Shyam informed the House that on January 10, 2020, an office memorandum was issued.
