Imphal, September 03 2012:
With the District Transport Office, Imphal East taking excessive time in providing smart card driving license as well as in registration of vehicles, the people have expressed disappointment over the manner of carrying out works by the DTO.
The officials of DTO, Imphal East, however, have blamed shortage of staff and insufficient supply of power in the office for the difficulties being faced by the public.
At present there is only 1 DTO, 1 Inspector, 1 UDC, 1 LDC, 2 ASIs and 1 Peon at the office of DTO, Imphal East.
Out of the present staff strength, one ASI has taken leave for the last three years due to health problems, they informed.
When this reporter went to inspect the office of DTO, Imphal East, it was found that all the computer related works for preparation of the Smart Card are being carried out by a Peon and an LDC.
The Imphal East DTO was established in 2005 and preparation of Smart Cards for public started just two years back.
During initial years of providing Smart Cards, staffs from MANITRON were engaged.
However, the engaged staffs left their work after few months.
Ever since, the office of DTO, Imphal East has been suffering from lack of staffs and the public have been feeling the heat at the time of applying Smart Cards.
One N Henry, who came to get a Smart Card License from the DTO office, informed this reporter that he has been coming.
to the office almost on daily basis for the last 10 days.
However, necessary procedures for issuing the Smart Cards have not yet been started citing reasons like shortage of staff and Power supply.
Meanwhile, officials of DTO, Imphal East have categorically stated that the process for issuing smart cards to the public has not been able to complete in time on account of shortage of staff and insufficient supply of power in the office.
The generator provided by the government is also not working for the last many months.
The office contributes annual revenue of over Rs 1 crore to the state.
Considering this huge revenue, the State government could fill up the vacant post of staff in the office, but no concrete steps have been initiated by the government, the officials lamented.
