Health and Family Welfare Minister L Jayantakumar has asserted that there is no change in the decision to shift Imphal East District Hospital from Sagolmang (Khundrakpam A/C) to Kyamgei (Keirao A/C).
Speaking to media persons at his office chamber at Manipur Secretariat today, Jayantakumar admitted that the area at Sagolmang where the hospital was supposed to be built is fenced but clarified that the fenced area is not in the name of Directorate of Health Services.
A civil construction firm called M/S L Singh & Co of Keishampat Kejsham Leikai was given the work order by MDS and Rs 1.30 crore was withdrawn for the fencing.
Former Speaker Th Lokeshore and his relative Thokchom (o) RK Lakhisana are in the said firm, the Minister alleged.
Questioning how and under whose authority the fencing was done and a large sum of money was withdrawn, the Minister claimed that the land records of the area showed that the land changed ownership quite often (between the owner and the authority and vice versa).
Jayantakumar clarified that the presence of such anomalies forced the Government to shift the District Hospital from Sagolmang.
But the people of Khundrakpam A/C and Saikul A/C will still get proper health care services and the Government will welcome any suggestions for improving the health care services in the said areas as well, he added.
The Minister further said that if the JAC and other organisation want to know the facts, they can approach the DC, SDC, or Settlement Office concerned.
Speaking to media persons, Health Services Additional Director Dr Soram Manikahta said that the Memorandum of Agreement frequently mentioned in news reports, only mentions agreement on the price of the land as fixed in 2013 .
The said document does not contain any details about the area of land nor the price and mentions only Whether the parties involved agree or do not agree to the compensation of Rs 4.70 lakh per acre of land.
The Additional Director also stated that if those concerned wishes, the confidential documents of the Department can be seen by any interested parties with approval from higher authorities.
