Imphal, February 24 2012:
Former Minister Chungkhokai Doungel, who is a candidate in Saikuk constituency in Senapati district, has alleged that the name of his rival Congress candidate Yamthong Haokip has been incorporated in the electoral rolls under two polling stations.
Charging Yamthong of violating the Constitution of India, Doungel demanded that the ECI should disqualify him.
This came barely a week after a Manipuri Muslim candidate Md Azizur Rahman Shah, who contested from Lilong Constituency in Thoubal district , accused the Election Commission of putting his name wrongly as 'Md Azizur Khan' in the EVM.
Manipur went to the polls on January 28 to elect 60 legislatures for the tenth assembly and repoll in 34 booths was held in the hill districts on February 4 .
Saikul, the strong hold of some Kuki militant outfits, which are parties to the ongoing Suspension of Operation (SoO) agreement with the Government, was locked in a triangular fight.
The other is legislator Doukhomang Khongsai an NCP nominee.
In his complaint lodged with the ECI, Doungel who contested on a Trinamool Congress ticket, said Yamthong's name with photograph was found in the electoral rolls under E Mullam and Khongban Kuki-B polling stations.
Alleging that Yamhong has intentionally violated the Indian Constitution as well as the provisions under the Representation of People's Act, Doungel urged the ECI to take necessary action to the extent of disqualifying him (Yamthong) .
Doungel also forwarded a copy of his complaint each to the state chief electoral officer, returning officer (additional DC, Kangpokpi) and president of Manipur Pradesh Trinamool Congress.
The name of Yamthong's wife with photograph was also found listed under both the polling stations in question, a key worker of Doungel said adding that the real home address of Yamthong lies under E Mullam polling station.
Interestingly a Nepali youth cast the vote against the name of Yamthong in E Mullam polling station on the poll day , he added.
This was detected during the recent ECIconducted exercise to compare the voters' photos with the photographs incorporated in the electoral rolls.
The exercise detected gross mismatching of voters' photos prompting the ECI to ask the state election office to get ready for another round of repoll.
