Rogue DDO under vigilance scanner

In the aftermath of the introduction of the recommendations of the 6th Central Pay Commission in the State, one DDO (Drawing and Disbursing Officer) fraudulently deducted three per cent from the arrears of 177 teaching and non-teaching staff of School Education Department.
Acting on a complaint filed by the Elementary School Headmasters' Forum, the State Vigilance Commission conducted an enquiry on the matter.
In the course of the enquiry, it was discovered that former Deputy Inspector of Schools, Lilong and DDO Rafiuddin Khan deducted three per cent from the arrears of 177 employees.
Out of Rs 79,58,331 sanctioned by School Education Department as arrears for the months of April to August, 2010, four bills were prepared for teaching and non-teaching staff working under Lilong DI.
The four bills were encashed in the last part of 2011 .
There was variation in the amounts of arrears listed in the bills and the arrear amounts transferred to the accounts of employees.
This was discovered during investigation by the Vigilance Commission.
It was also established that the DDO deducted three per cent from the arrear amounts of the 177 employees.
The total amount deducted by DDO Rafiuddin Khan was Rs 2,05,957.The same amount was divided and deposited in the bank accounts of four teachers Md Abdul Majid (Rs 57,192), Md Rafid Ahmad (Rs 48,765), Md Atau Rehman (Rs 50,000) and Md Jabir Hussain (Rs 50,000) .
The Vigilance Commission has recommended the State Government to recover the swindled amount from Rafiuddin Khan and distribute the same to the 177 teaching and non-teaching staff.
Former DI Rafiuddin is currently working as Headmaster in-charge of Lilong Haoreibi Makha Leikai High Madrassa.
The Vigilance Commission has also asked the School Education Department to take up befitting action against the former DI .
