Govt to discuss annual plan for 2013-14 today

Ahead of the scheduled meeting between Deputy Chairman of Planning Commission and Chief Minister of Manipur to finalise the annual plan size for the financial year 2013-14, the State government has convened a high level meeting with higher officials of the government with Chief Secretary DS Poonia as the Chairman tomorrow.
Reliable sources confirmed that the preparatory meeting to discuss the annual plan size of the state for presentation in the DCH-CM level meeting would be held at 11 am tomorrow at the conference hall of Old Secretariat building.
Principal Secretaries, Commissioners, Secretaries and Head of the various government departments would participate in the said meeting.
Among other agendas, the meeting would discuss Power Sector Reform for Power Department; Account Opening an financial inclusion of Centre sponsored National Social Assistance Programme (NSAP) for Social Welfare Department; Tourism Promotion for Tourism Sector; Devolution of power / decentralisation of planning for Tribal Affairs and Hills; declination of IMR and MMR in the Health Sector; Skill Development Programme for Manipur Skill Development Society (MSDS) and success of Sports and A&C. Each agenda would be given five minutes for discussion in the meeting.
Concerned Administrative Secretaries of various departments have been instructed to submit their respective power-point presentation by today itself.
The Planning Department had also instructed the departments to submit annual plan proposals for the financial year 2012-13 .
Mention may be made that the state plan size for the financial year2012-13 was finalised at Rs 2653.23 crore despite being projected by the state government at Rs 3500 crore.
However, the state government could utilise only 70 percent of the total plan amount and the remaining 30 percent had to be refunded to the Centre as unutilised plan money.
