Are OBC certificates being issued without proper verification

Imphal, April 11 2011: A cloud of doubt has shadowed the issue of OBC certificates by the government authorities when a RTI activist accompanied a woman in a press conference.

The woman had appeared in the recruitment rally for the appointment of women Sub-Inspectors in the police department and in today's press conference questioned the issue of OBC certificates to persons who do not belong to the OBC category.

Producing certificates issued by Imphal West DC, A Ibomcha to two women candidates selected and appointed as Sub-Inspectors, RTI activist, Wahengbam Joykumar and complainant Laishram Sanatombi Devi of Yairipok Bishnunaha demanded that the government probe into the issuance of OBC certificates.

Speaking to reporters, they expressed doubt over the OBC certificates submitted by two candidates, Ronita Maisnam and Potsangbam Linthoingambi, and questioned whether they were covered by the OBC status when they took the advantage of age relaxation.

Joykumar said that he had doubts whether the two of them fell under the OBC category.

He said if the statement regarding her parents was correct then Ronita of Keishamthong Top Leirak is the daughter of M Padmeshwor.

Again, if the father's name listed in the HSLC certificate is true, Ronita is the daughter of Judge M Padmeshwor of Keishamthong Top Leirak, a Manipur judicial officer.

But, a thorough examination of the OBC certificate submitted by Ronita, points out that her father is Pheiroijam Sanajaoba of Sagolband Takyel Kolom Leikai which is different from the father's name entered in the HSLC certificate issued by the Board of Secondary Education Manipur wherein her father's name has been entered as M Padmeshwor.

With regard to the OBC certificate submitted by Potshangbam Linthoingambi, her father's name is recorded as P Manikanta of Kwakeithel Potshangbam Leikai.

If P Manikanta is the person who served as an IPS officer in the state police department, there has been wrongdoings while issuing the OBC certificate by the competent authority, Joykumar and Sanatombi Devi said.

Their main charge was that the two women fell within the creamy layer of the OBC and did not deserve to get an OBC certificate.

The OBC certificates and other details were obtained by Sanatombi through RTI.

She sought the information regarding the selection of women Sub-Inspectors of which the result was declared on January 30, 2010 through the Special Secretary (Home) who is the SPIO of the department.
