IMC garbage vans to be deployed from today
IMC enacts new Bye-Laws

With an aim to keep Imphal city clean and free from garbages, Imphal Municipal Council (IMC) has enacted its IMC Cleanliness and Sanitation Bye Laws 2010 framed under the Manipur Municipalities Act, 1994 .
Along with this, IMC would begin the service of its garbage collector vehicles from tomorrow at Paona and Thangal Keithel areas.
According to the new Bye Laws of IMC, littering, spitting, urinating, bathing, grazing cattles, littering by pets, washing clothes, defecating, disposing un-segregated bio-degradable waste, disposing wastes by burning at roads, roadsides, public places, rivers, riversides and washing vehicles around Kanglapat are strictly prohibited and fines would be imposed against any one found guilty of breaching the rules.
Erecting hoardings and signboards without prior approval of the IMC is also prohibited under the new Bye Laws, said IMC Chairperson, L Raghumani.
He was talking to mediapersons in connection with enactment of the Bye-laws at GM Hall, Imphal today.
Raghumani further said that IMC employees have been collecting garbages from Imphal city to keep the city clean.
However, IMC faces many inconveniences in collecting garbages and other wastes from house to house due to lack of employees.
The Zero Garbage Campaign, which remained stalled for quite some time, would also be resumed from Monday and employees of IMC would start collecting garbages regularly from Paona and Thangal Keithel from tomorrow onwards with the help of its garbage collector vehicles, he informed, and appealed to the people of the two market areas to co-operate with IMC.
Chairperson, Health and Sanitation, IMC Ksh Umesh said that IMC would be using four garbage collector vehicles in Imphal city areas.
Two vehicles would be used for collecting garbages from Paona Keithel while the other two would be used in Thangal Keithel.
In Paona Keithel, the two vehicles would go from north and south starting from Kakhulong turning to collect garbages while in Thangal Keithel, other two vehicles would go from north and south starting from Jallal Provision Stores.
Each garbage collector vehicle would have three IMC workers in full uniform including the drivers.
The vehicles would collect garbages twice a day, first in the morning at 7 O'clock and the second in the evening at around 5 pm.
The vehicles would come ringing a bell and upon hearing the bell, residents and shopkeepers should come out and load their garbages inside the vehicles, Umesh explained.
While the new system of collecting garbages is being implemented on trial basis, the same would be extended and applied to the surrounding areas of Imphal city if it is fruitful, he added.
MAHUD Director N Geetkumar, who is also the Chief Town Planner, appealed to the people of the state to follow the guidelines laid down by IMC Cleanliness and Sanitation Bye-Laws, 2010, which has already been published in an Extraordinary Gazette on April 2.Any person who is found breaching the Bye-laws would be fined as per their offences ranging from Rs 100 to Rs 1000 maximum.
City Police OC RK Tejbir, who was also present at the occasion, said that after implementation of the Bye-laws of IMC, police have arrested 77 persons so far for littering in Imphal city area.
All of them were produced before the CJM court and released after imposing fines as per their offences.
Most of them were women.
Even though police personnel in civvies are being deployed along Nambul River and Nagamapal areas to catch litterers, it is not an easy task to arrest people throwing garbages, he said and urged the people to co-operate with IMC and Police in keeping Imphal city clean.
He also appealed to high profile individuals to refrain from pressuring the police in their duties of preventing littering around in Imphal city.
DSP, Traffic, Victoria; IMC Chairperson of Publicity and Planning Ph Prameshwori; IMC Chairperson of Finance L Arunkumar and IMC Chairperson of Works M Subhash were also present during the press meet.

IMC has set up a Quick Response Team to collect such litters in public places.
