Slur of job offer on Cdos to victim family, petition filed

Imphal, March 04 2013:
On the second day of the enquiry, mother of Nameirakpam Nobo, one of the victims of fake encounter killings, today submitted a petition to the three-member Supreme Court-appointed Inquiry Commission headed by retired Justice of Supreme Court N Santosh Hegde alleging that a team of Police Commandos offered government job to the younger brother of the victim.
The petition was submitted by Lembi Leima, mother Nobo of Bashikhong Mamang Leikai through her counsel.
The Inquiry Commission is holding its proceedings at Classic Regency (conference hall) on the 4th floor of Classic Hotel at North AOC here.
In her petition, Lembi Leima stated that her husband went to filed an affidavit and depose before the Commission on Sunday, March 3 .
While her husband was away for the purpose, a team of four Manipur Police Commando personnel entered her house at around 4.30 pm and asked detailed information of the family members.

"The Officer of the team, whom I later come to know, is one Inspector John.
He told me that he was there for the purpose of some verification.
The team asked various questions about our family as well as about my deceased son Nobo and his nephew Gobin alias Tamo who were killed together" the petition quoted.
The petition further stated, "He (Inspector John) also tried to implicate Nobi and Gobin as insurgents which I vehemently denied.
He also wanted to know if there are any siblings of Gobin who are insurgents and to which I also denied" .
Alleging that the Inspector offered jobs for her second son Somorendro, the petition mentioned, "He also mentioned to me that he has given jobs to many people in the locality and that he hinted to me that he may offer a job to my second son Somorendro".
The team left after 15 minutes, the petition said.
Lembi Leima appealed to the Commission to take up the matter seriously and ensure that the family members of the victims and witnesses who cooperate with the Commission are not intimidated and harassed by the police and security personnel.
On the second day of the enquiry today, the three-member probe panel headed by retired Supreme Court Justice N Santosh Hegde as Chairman with retired Chief Election Commissioner JM Lyngdoh and retired DGP of Karnataka Police Ajaykumar Singh as Members, advocates of police and Assam Rifles crossed examined the independent witnesses of three fake encounter cases.
Witnesses of the cases are related to that of N Gobin alias Dhop and his cousin brother Nobo of Bashikhong Mamang Leikai (April 2009), Md Azad Khan of Phoubakchao Makha Leikai (March 2009) and E Kiranjit of Thoubal Haokha (April, 2009) deposed before the commission in the morning session today.
In the evening session, petitioner counsel senior advocate Mukul Sinha cross-examined THD Bronson Thanga of 3rd IRB, one of the witnesses in the Md Azad Khan fake encounter case.
During the cross examination, the statement of the witness prompted many questions and it went on for about 5 hours, thus becoming the longest ever cross-examination of commission so far.
The petitioner counsel will question the witness further tomorrow as today's examination remained inconclusive.
Photograph compilations were submitted to the commission from the side of petitioner.
Seeing the photographs, advocates of police and Assam Rifles appealed to the commission not to relate the photographs with the case.
Petitioner counsel pressed the commission to instruct counsels of Police and AR to give reasons for their appeal of not relating the photographs with the case.
Since today's cross examination of a police witness remained inconclusive, the commission will start its proceedings from 8.30 am tomorrow, ahead of its normal scheduled time.
The commission also instructed other police witnesses to stay prepare for the cross examination.
