Imphal, July 01 2012:
The JNIMS authority is likely to face a burden of some crores of rupees on account of its failure to pay pension contribution, GPF, and GIS Leave Salary for a period of two years for doctors and other staff working in the institution on deputation from the State Health Services.
A reliable source informed that doctors and staff of other categories who were working in JN Hospital were absorbed in JNIMS when the latter was set up.
But these doctors and staff were disappointed as monthly salaries were not given in time and GPF amounts could not be withdrawn in addition to denying many other benefits entitled to their colleagues who joined JNIMS directly.
After taking due note of the not so favourable service condition of JNIMS doctors and staff who were on deputation from the State Health Services, the Under Secretary (Health) issued an order on February 4 this year directing the JNIMS authority to pay the leave salary and pension contribution of the doctors and staff on deputation.
Though the order was issued on February 4, 2012 it clearly laid down that the same order should be made applicable from January 16, 2010 .
Subsequent upon the order, JNIMS authority has been paying for leave salary and pension contribution of the Health Services doctors and other staff working there on deputation starting from the date the order was issued.
But the period from which the order should be made applicable has been left unaddressed.
It for this period JNIMS authority is likely to face a burden of some crores of rupees in order to pay the combined amount of GPF, GIS leave salary and pension contribution.
When TSE contacted JNIMS authority, they maintained that they have been paying what they must for all the employees on deputation though there was a gap due to certain controversies.
If the JNIMS authority has been paying what they must, there is no problem otherwise it poses a serious question on where the amount meant for payment to employees on deputation was spent.
This amount was already released to JNIMS when the Government sanctioned grant-in-aid fund for the institution.
On the other hand, former employees who were working in JNIMS on deputation and retired in December last year cannot claim their pension amount till date.
Meanwhile, the Deputy Accountant General sent a formal letter to the JNIMS Director on June 22 last asking to submit all documents related to payment of leave salary and pension contribution of the employees on deputation.
