Ibobi to be sworn in as CM for third term today

Scripting a history in the political annals of Manipur, O Ibobi would be sworn in as the Chief Minister of Manipur for the third consecutive term by the Governor at Raj Bhavan at 3 pm tomorrow.
With Ibobi appointed as the Leader of Congress Legislature Party CLP) yet again, and staking his claim to form the new Ministry, the Governor has asked him to submit the list of his new Council of Ministers.
Governor's Secretariat, Raj Bhavan, Imphal issued an notification in this regard this evening.
The notification said that yesterday afternoon, a copy of the gazette notification, constituting the 10th Manipur Legislative Assembly by the Election Commission of India, was received by the Governor's Secretariat.
Consequently, the leader of the INC Legislature Party Okram Ibobi Singh staked his claim to form the new Ministry.
INC has a total strength of 42 in the newly constituted House.
No other group has staked claim for formation of the new Ministry.
Subsequently, the Governor has appointed Okram Ibobi Singh, leader of the INC Legislature Party in the 10th Manipur Legislative Assembly, to be the new Chief Minister.
The Governor also requested Ibobi Singh to submit the list of his new Council of Ministers and the swearing in of the Chief Minister will take place tomorrow afternoon.
According to information received from the Raj Bhavan, O Ibobi would be sworn in as the Chief Minister at 3 pm tomorrow.
Announcing appointment of O Ibobi as the leader of CLP at a press conference held at the office of Manipur Pradesh Congress Committee (MPCC) earlier during the day, Luizinho Faleiro, General Secretary, INC (North East in-charge) said that O Ibobi has been appointed as the leader of CLP after a meeting was held with AICC President Sonia Gandhi on March 7.After the approval from the Congress High Command, the announcement of O Ibobi as CLP leader was made today.
Faleiro further informed that a high level Monitoring Committee would also be formed to look into the preparation and works of the newly formed government.
In its election manifesto, Congress had promised to bring about a peaceful, develop and stable government in the state and the party would work towards fulfilling the promises made.
Replying to a query over the issue of CLP leadership, Faleiro asserted that Congress is like a family and as in every family; it is quite obvious that there would be sometime conflict and differences in opinions on various issues.
But all differences have been settled amicably.
Ibobi, who was also present in the press conference, said that even though there are various issues in the state, his first priority would be to solve the problems regarding shortage of water, power and education.
Appointment of Ministers and the allotment of portfolios would be done under in his discretionary power, but after discussion with the Congress High Command, he added.
Replying to a query, Ibobi said that the Central government was against the decision of lifting AFSPA from the seven Assembly segments of the state.
But the state government under his leadership defied all odds and took the decision of removing AFSPA from the seven Assembly segments.
But removing AFSPA from the whole state depends on the law and order situation of the state.
MPCC President, Gaikhangam was also present during the press conference.
Meanwhile, a press notification issued by Y Indira, Secretary, Manipur Legislative Assembly, has declared that the 9th Manipur Legislative Assembly has been dissolved with immediate effect as per the order issued by the Governor of Manipur on March 12, 2012 .
Accordingly, all the members of 9th Manipur Legislative Assembly cease to be the members on the forenoon of the 12th March, 2012 under Article 172(1) of the Indian Constitution.
On the other hand, Governor has appointed Laishram Nandakumar, elected Congress candidate of Uripok A/C, as the person before whom the newly elected members shall subscribe the oath or affirmation and he was sworn in as Member of the Manipur Legislative Assembly today afternoon.
The swearing in ceremony was held at the banquet hall of Raj Bhavan.
He was also appointed as the new Pro tem Speaker of Manipur today to perform the duties of the Speaker for the election to the Office of the Speaker of the 10th Manipur Legislative Assembly.
It is said that newly elected 59 candidates would be sworn in as MLAs by the Pro Tem Speaker at 11 am tomorrow.
According to another press notification issued by Y Indira, Secretary, Manipur Legislative Assembly in this regard, the swearing in ceremony would take place at the Assembly Hall and all the elected members of the 10th Manipur Legislative Assembly have been informed to attend the ceremony for subscribing Oath or Affirmation in the Assembly Hall in time.
For the swearing in ceremony tomorrow, it is said that the Chief Secretary and the DGP would enter through Gate number II and park their vehicles in gate number I .
Both their vehicles would exit through gate number II.
No vehicles of Civil Secretariat/departments and press would be allowed to enter the Assembly campus.
Their vehicles would have to be parked near the wall of the Assembly secretariat and enter through gate number II .
