Imphal, May 03 2017:
Congress MLA Kh Joykisan has questioned if there is any bigger form of corruption than horse trading of MLAs and BJP's abetment of hopping parties.
Speaking to media persons at Congress Bhavan here today, Joykisan who is also a spokesperson of Congress party said that BJP has been indulging in the highest degree of corruption in total contradiction of the Central and State Governments' repeated pledge to eradicate corruption from all over the country by abetting horse trading of MLAs.
By openly encouraging party hopping by MLAs, the Prime Minister and his party have been violating the Constitution of India.
People are witnesses to how BJP has been luring MLAs by offering ministerial berths and other tempting positions, Joykisan asserted.
There is no harm in MLAs defecting to other political parties of their choice but they ought to first resign from being MLAs.
Chief Minister N Biren was a key Congress leader at one point of time.
He left Congress party after resigning from the post of MLA and he did the right thing, remarked the Congress spokesman.
Defection to other political parties without resigning from the post of MLA is a violation of the Constitution's 10th Schedule.
It is violation of law by law-makers.
A petition seeking disqualification of the defector MLAs has been drafted, Joykisan said.
A delegation of MPCC would go to Delhi and urge AICC leaders to table a Bill in the forthcoming Parliament session under which all those political leaders including party presidents who abet or support violation of anti-defection law can be booked.
Congress welcomed the BJP-led coalition Government's decision to rope in CBI for investigation into corruption cases of MDS but the State Government should inform the public on what basis CBI would be asked to probe corruption cases of MDS and who are the accused, Joykisan said.
Recalling that BJP used the alleged Loktak scam as a major electioneering tool during the 2014 Lok Sabha election and this year's State Assembly election, the Congress spokesman asked what has happened to the BJP's promise to imprison all the culprits of the alleged scam.
BJP projected the Congress party in the wrong light during the two elections.
Now BJP is in power both at the Centre and the State, he remarked while asking , "Why are they reluctant to direct CBI to probe the alleged Loktak scam?" .
People would appreciate the BJP-led Government if they can announce a definite time frame to rope in CBI for investigation into the alleged Loktak scam, Joykisan added.
