Imphal, August 04 2017:
The proscribed PREPAK has categorically stated that violence against women cannot be abolished as long as Manipur (Kangleipak) remains under the 'alien' rule .
A statement issued by the outfit's publicity and propaganda secretary-in-charge LeibaakNgaakpa Luwang conveyed that the outfit is perturbed with the rising graph of violence against women in Kangleipak in spite of the relentless struggle of civil society organisations, NGOs, student bodies, Meira Paibis and the general public .
Most recently, one 14 year old girl was raped and the rapist(s) even tried to murder the girl by hitting her with a heavy object on August 1 at Viewland Colony, Senapati district.
The crime was so brutal that it deeply hurt all the people .
Even though it is not very common for the ICC to adjudicate and punish culprits of heinous crimes committed at the international level, one Private Jesse Spielman of the US Army was sentenced to 110 years of imprisonment for raping and murdering a 14 year old girl in Iraq and killing four members of the girl's family .
If the rapists are put to trial and awarded such exemplary punishment, it is possible that crimes against women may decline in Kangleipak too, the outfit said .
Notwithstanding the ICC's ban, the Government of India has been committing crime of aggression, genocide, war crimes and crime against humanity in Kangleipak .
As stated by the ICC, all the Indian military personnel who are currently enjoying impunity would be put to trial and imprisoned as the shield of impunity they are wielding would be removed one day or the other and they would be taken to task for all the crimes they committed like murder, rape, torture etc .
Nonetheless, all the people of Kangleipak need to join hands to highlight the crimes being committed by the Government of India and its puppet State Government to the international community .
More than 8993 people of Kangleipak have been tortured and killed in the last 10 years or so.
This is something unheard of in any other State .
The pangs of sorrow and deep wounds left by the rape and murder of Luingamla, Rose, Manorama and many others are outcomes of Kangleipak being an occupied territory of India, it alleged.
The scenario demands socio-economic empowerment of Kanglei women.
Violence and crimes against women must be resolved but it would be impossible until Kangleipak remains under the alien rule .
As such, all the people must focus their efforts toward achieving freedom and an egalitarian society, it added .
The ADC, Senapati has termed the incident as a "heinous and beastly act".
The ADC also appealed the public to co-operate with the law enforcing agencies in eliminating such kind of "demonic and barbaric act" from the society.
The ADC, Senapati then conveyed its "heartfelt pain" and shared the "agony" of the victim and her family members .
The Liangmai Naga Council, Manipur(LNC-M), in its strongest term condemned the "rape and attempt to murder" of the school girl .
"It has been two days since the heinous crime occurred and the culprit(s) is/are still roaming free," expressed the LNC-M, while calling upon the law enforcing agencies to take swift action and book the culprits immediately.
"Befitting punishment should be awarded to the culprits as per the customary law," it demanded .
The Liangmaipui Naga Ruangdi (LNR) while strongly condemning the incident urged the authorities concerned to book the culprits at the earliest.
It also demanded that the authorities exert maximum efforts to nab the culprits and give befitting penalty.
On Thursday, Minister of Tribal Affairs & Hills and Fisheries N Kayisii visited the 15-year "rape victim" at Raj Medicity, North AOC in Imphal, where the victim is being treated.
