Who wants army act?

Protracted conflict tends to warp societies and a conflict economy develops which runs parallel to the political economy of the region. Today, the conflict economy, that benefits individuals in the Indian military establishment posted in the Northeast, is nicely ensconced into a narrative that the people in uniform have built around themselves — that they are indispensable for keeping peace. So, when we talk of peace in Nagaland or Manipur, we are actually looking at how many boots there are on the ground to keep that peace. This negative peace, which aims at silencing dissent against the status-quo nature of the army act and which constantly needs to reinvent the enemy (terrorists/militants/secessionists and what have you) has been the abiding narrative of the Northeast.
It is now almost seven decades since this nation was created. While it can be appreciated that this region which was outside the imagination of the Indian nation before the British came, has been a challenge for the rulers in Delhi post 1947 and that developing the tools of statecraft to deal with tribals who were fiercely independent and belligerent was not easy. It is also true that Delhi chose the easy way out.
