Asia Pacific Forum on Women, Law and Development (APWLD) is currently inviting women from Asia and Pacific Islands with relevant experience and skills to apply for the position of Programme Officer.
APWLD is a regional network of women’s organisations and activists in Asia Pacific, committed to enabling women to use law as an instrument of social change for equality, justice and development. APWLD’s members are drawn from 26 countries and the secretariat is based in Chiang Mai, Thailand.
This position is a fulfilling role working closely with our membership to advance rural, indigenous and migrant women’s rights. This programme officer will be responsible for anchoring and implementing our “Breaking out of Marginalisation” programme. The successful candidate will work closely with APWLD membership, particularly the
organising committees responsible for the programme areas, but will report directly to the Regional Coordinator.
Selection Criteria
Essential
* Demonstrated commitment to the promotion of women’s human rights in Asia Pacific ;
* Experience in coordinating networks and movement building activities, particularly with rural indigenous and migrant women
* Experience designing and conducting capacity building strategies using participatory approaches; A degree in social sciences; law, human rights or women’s studies;
* Knowledge of international human rights and development issues in the Asia Pacific;
* Minimum of three years experience in development work and women’s rights at the national or regional level;
* High level project management skills including programme planning, implementation, monitoring and evaluation;
* Excellent command of English language, both oral and written; and demonstrated ability to write program reports and project proposals;
* Good interpersonal skills, with ability to network and liaise in a multi-cultural environment;
* Proficient computer skills;
* Must be able to travel overseas as required.
Desirable
* Experience working with indigenous women, rural women in agriculture and fisheries, dalit women and migrant women;
* Knowledge of development and environmental issues relevant to rural, indigenous and migrant women.
Key tasks:
* Liaises with focal people and organising committees of members to produce programme plans
* Liaises with wider networks working on the issues related to the programme focus
* Coordinates activities of the programme as detailed in the programme plan (includes training, consultations, campaigns)
* Conducts monitoring and evaluation of programmes
* Writes programme reports for members and donors
* Assists the Finance Officer with the preparation of financial reports related to her programmes;
* Assists in the preparation of project proposals and budgetary requirements for donor agencies;
* With the communications officer and members develops publications related to her programmes;
* Assists in preparing for Regional Council and Programme and Management Committee meetings;
* May represent APWLD in regional/international fora as approved by the Regional Coordinator; and
* Handles other tasks as Regional Coordinator requires and/or asassigned by the Programme and Management Committee.
Remuneration
Salary range commences at THB 44,850 per month (equivalent to USD 1300 converted at a set rate of THB 34.5). Other benefits include contributions to employment pension fund; housing and relocation allowances for staff residing outside of Thailand.
The contract is for three years, with a probationary period of four months.
